Job Description
Purpose of the Position:
The main purpose of the job is to lead the implementation the Faecal Sludge Management (FSM) piloting project, facilitate its operation and maintenance and . The job holder is expected to administer the planning, implementation, monitoring, reporting and evaluation of the FSM project closely working with Sanitation and Hygiene Specialist in project target areas as well as local communities. It is entrusted with ensuring efficient and cost-effective operations of all functions of the Faecal Sludge and Co compost plant operation and maintenance.
Project Description:
WaterAid Ethiopia has been implementing a Faecal Sludge Treatment and Co compost Plant since 2019. The project is being implemented in Finote Selam Town, West Gojjam Zone of Amhara Region, as part of the utility capacity development for learnings, advocacy and scale up. WAE has been providing support to Finote Selam Utility in areas of capacity development (training and provision of equipment) to strengthen its water management practice among others. So far, construction of the plant has been completed, good private partnership established, duty bearers and stakeholders supported with various capacity building initiatives including provision of operation equipment. Strengthening the operation and management of the Faecal Sludge Treatment and Co-compost plant for successful pilot development and scale-up is the key component of the project.
Job Description:
Project Planning and Implementation:
The job-holder will:
· Plan project activities and budget in accordance with the mission of the organization and the signed agreement.
· Assess the strengths of the project and identify areas for improvement.
· Support Finote Selam Town Water and Sewerage Utility, Municipality, and private sector stakeholders to develop viable business models for sanitation services, where applicable
· Closely work with local governments and private sector stakeholders create market linkage for co-compost product and ensure sustainability
· Closely work with Finote Selam Town Administration and Water and Sewerage Utility and lead operation and maintenance of faecal sludge treatment and co-compost project.
· Closely work with WAE`s Sanitation and Hygiene Specialist, develop training manuals, provide training and coaching to the town Water and Sewerage Utility and operators (MSEs)
· Provide technical support to compost production from faecal sludge and solid wastes
· Follow up physical and biological characterises and conduct testing of Faecal Sludge and Co-compost product including compost temperature, moisture level, BOD and ensure FS effluent quality standards
· Ensure sanitation workers safety through training, access to PPE, improved policies and guidelines.
· Closely work with WAE`s Sanitation and Hygiene Specialist for documenting processes and producing a learning document.
· Guide and supervise/monitor the implementation of project activities.
· Critically analyze the urban sanitation and related blockages at town level.
· Provide support to strengthen the WASH sector.
· Champion the programmatic approach in the town for its success, package and document for others to learn and influence.
· Provide the necessary technical support to key WASH and related structures in the town.
· Promote inclusive city-wide sanitation programmatic approach in the town.
· Organize a dialogue forum for urban WASH stakeholders on sanitation management.
Project Management:
· Ensure that project activities operate in light of WaterAid policies and procedures.
· Ensure that project activities comply with all relevant guidelines and professional standards.
· Document program activities and learning in line with the existing Planning, Monitoring, Evaluation, and Reporting (PMER) system.
· Engage in collection and maintenance of data of the program for statistical purposes according to the confidentiality/privacy policy of the organization.
· Identify and evaluate the risks associated with project activities and take appropriate action to control the risks in consultation with the Sanitation and Hygiene Specialist.
· Monitor the project activities on a regular basis and conduct an evaluation according to the organization PMER system.
· Ensure that demonstrations and service deliveries are packaged and disseminated to inform regional and national level policies and strategies in consultation with the Sanitation and Hygiene Specialist.
· Ensure that the WASH sector policies and strategies are popularized among relevant local government sectors
Learning and development:
· Facilitate development of learning objectives along with the Sanitation and Hygiene Specialist.
· Share information with relevant institutions and participate in the documentation, learning and dissemination of lessons learned.
· Ensure that the project engages local stakeholders and develop local capacity for long term sustainability.
· Participate and play key role to project scale-up and final evaluation.
Networking:
· Establish smooth working relationship with communities, local administration, and other development partners in the Woreda and beyond.
· Establish contacts and relationships at different level to exchange information.
· Identify policy issues and discuss with policy team.
Teamwork and Managerial Role:
· Work closely with the project team and get direction and support as required.
· Plan, direct and control the operation of activities assigned.
Reporting:
· Prepare plans and reports for programs and budgets on monthly, quarterly, bi-annually, and annually.
· Prepare periodic physical and financial reports and submit to the program coordinator.
· Provide regular reports on program status.
Safeguarding & Safety & Security:
· Understand and puts into practice the responsibilities under Safeguarding, Child Protection and Gender policies and Code of Conduct (CoC)
· Adhere to any local security protocols that have been put in place when working in the office, travelling to the field or undertaking project / programme activities
· Immediately report any health, safety and security incidents or near-misses that occur on WaterAid duty to their line manager, Security Focal Point or CD
· Behave and act in a manner that does not put colleagues or anyone that interacts with WaterAid in immediate danger or harm’s way.
Other:
Undertake any other activities as requested by line manager and/or WaterAid Ethiopia;
Required Qualification:
Education and year of experience:
· B.Sc. in Environmental/Public Health Sciences or Hydraulic Engineering, Water Resource Engineering or related fields.
· Minimum of 4 years of relevant, proven, and progressive technical work experience in urban sanitation and waste management, preferably in NGOs (Non-governmental Organizations).
Knowledge, Technical Skills, and Abilities:
· Track record of successful work experience and results in Urban Sanitation, preferably in NGOs.
· Demonstrated technical and managerial ability, sound judgement, and ability to work effectively with others at all levels.
· Excellent written and verbal communication skills and ability to communicate effectively with a wide range of stakeholders, e.g., government offices at various levels, partners, other NGOs, and networks.
· Firm belief in teamwork, equity and inclusion like gender equality, sensitivity to HIV/AIDS, participatory approach, and sustainable development.
· Commitment to values and working styles of WAE.
· Proficient in computer skills (MS word, Excel, Power Point).
· Internet browsing skills.
· Good written and spoken English language.
· Good interpersonal and communication skills.
· Ability to communicate information accurately.
