Job Description
TERMS OF REFERENCE (TOR) FOR [1]
Hiring vocational training institute/company for conducting training in women’s hairdressing to young women in Addis Ababa, Ethiopia.
1. Background and project objective
CARE Ethiopia is implementing the Advancing Women Enterprises Project from 1st November 2020 to 31st October 2023 funded by the Netherland Embassy in Ethiopia. The overall goal of the project is to empower low-income women economically and socially to run financially-sustainable businesses with potential for growth. This project is implemented in Addis Ababa City Administration, in five sub-cities namely Akaki Kalit, Bole, Gullele, Kolfe Keranio and Yeka. The project aims to achieve the following objectives (outcomes):
1. Outcome 1: 3,000 women in enterprise have an improved capacity to succeed through demanddriven skills development and improved access to finance
2. Outcome 2: Women, spouses/male relatives and communities are open and supportive to women entrepreneurs and women led enterprises.
3. Outcome 3: Government, market actors and service providers are better informed, equipped and motivated to create a user-friendly business environment
2. Purpose of the ToR
CARE would like to hire qualified training firm/institute with relevant experiences and capacities to deliver vocational training services indicated in this ToR.
3. Objective and outputs of the activity
Under the overall supervision of CARE Ethiopia, the selected Vocational Training provider institute/company is expected to provide the necessary training both theoretical knowledge and practical experience required for the selected project targets to acquire the professional skills expected in women’s hairdressing. It is estimated that 50 candidates will be selected by the project and face-to-face interviews will be conducted with nominated candidates to check their suitability to attend the training.
Specific objectives of the vocational training
a) To provide and enhance skill and knowledge of project targets for employment
b) Equip trainees with valuable beauty skills and a greater sense of confidence and self-esteem
c) Assist the graduates to receive COC
The following output are expected from the training program
a) Provide training in women’s hairdressing for the selected project targets
b) The training time shall be flexible enough to fit the trainees need (afternoon/evening and/or weekend)
c) The training must be delivered and completed in three months period
d) Raw materials, tools and equipment required for the training to be provided by the selected Vocational Training provider including uniforms.
e) The trainees must be able to perform the maximum knowledge and expertise required to become a semi-skilled worker in hairdressing
f) The training program should ensure achievements of the objectives set in the TOR
g) Performance monitoring and trainees feedback report on the training provided and their whole experience to be tracked and shared with CARE
h) A certified certificate to be issued after successfully completing the course
i) Submit report at the end of the program comprising the salient features of the training activity under this program, suggestions and recommendations emerging from the participants
j) After successful completion of the training, the company shall facilitate the trainees to receive COC exam with relevant government institutions and include their test results in the final report

4. Methodology/Implementation Plan
The training will be conducted as non-residential as per training modality. As participants will be from five sub cities and 16 Woredas, the training can be conducted in different branches based on the need of participants
5. Timeframe/duration of the activity
The tentative start date of training will be July 1, 2022 and lasts for three months.
6. Roles and responsibilities
Responsibility of CARE Ethiopia
a) Provide training participant list
b) Pay monthly transport allowance for trainees
c) Monitor the entire process and provide feedback as and when required
d) Pay the relevant costs related to the training that will be agreed in the contract
Responsibility of training institute/company
The training institute/company will be responsible for carrying out all the tasks outlined in this ToR and ensure the delivery of outputs stated above within the agreed budget and timeline.
7. Reporting
The selected Vocational Training provider institute/company shall provide CARE Ethiopia with Monthly progress report including:-
a) Attendance sheet reflecting the numbers and names of trainees
b) Progress and evaluation report for the trainees
c) List of activities undertaken, and training accomplished including pictures
d) Fianl report including COC exam results
8. Payment Modality
CARE Ethiopia Will make payment in three installments
a) First installment 25% of the agreed amount within one week of contract and class started
b) Second installment 55% of the agreed amount up on completion of half of the training period (10 weeks).
c) Third (final) installment 20% of the agreed amount up on completion of the whole training including COC and final report submission.
9. General Qualification of the Training Institute/Company
The training institute/company will be required to have the following:
a) More than 5 years’ experience in providing vocational training in Hairdressing and beauty salon
b) Expertise on deliver quality training
c) Excellent technical skills to ensure smooth and high-quality training
d) Good track record of job placement and COC pass result after training
e) Have at least two branches in Addis Ababa
f) Flexible training time to fit the trainees needs
10. Documents to be submitted by the Institute/Company
The applicant shall submit
· Technical Proposal as per Annex 1 template
· Financial Proposal as per Annex 2 template
· Copy of the following:
o Renewed business license
o TIN
· CVs, including detailed work experience and education
· No other annexes or attachments should be included.
· The technical and financial proposal should be presented in a separate envelope
11. Evaluation Criteria
Proposals will be evaluated by an evaluation team and the evaluation will be restricted to the criteria set before. A two-stage procedure will be implemented in evaluating proposals, with evaluation of the Technical Proposal will be completed prior to opening the Financial Proposal. Accordingly, Technical Proposals receiving 60% score or higher out of 80 points will be considered technically feasible and the Financial Proposal will be opened. Whereas technical Proposals receiving less than 60% will not be given further consideration. Financial Proposals will be opened and compared among those bidders which is found most technically feasible in the evaluation of the Technical Proposals. Deadline for submitting applications is June 30, 2022 before 4:30PM. All applications clearly marked as “Advancing Women Enterprises Business Development Service” and submit both technical and financial proposals in a separate sealed envelope as per the Term of Reference (ToR) in-person to CARE Ethiopia, Procurement Unit, Addis Ababa, around 22 Mazoria, behind Lex Plaza building, next to Ha’Geez Cultural Restaurant.
CARE reserves the right to reject all non-responsive or otherwise unacceptable proposals.
