Position Title: DTM Operations Assistant

Duty Station: Addis Ababa, Ethiopia

Under the general supervision of the DTM Programme Officer and direct supervision of the DTM Senior Mobility Tracking Assistant in the IOM Office in Addis Ababa, the successful candidate will be responsible for providing operational support and monitoring support to the Displacement Tracking Matrix (DTM)’s Mobility Tracking component across the country through direct and remote monitoring and verification processes.    

Responsibilities and Accountabilities:

1. Under the guidance of the Senior Mobility Tracking Assistant, support the overall data collecting operations of the Displacement Tracking Matrix (DTM)’s Mobility Tracking activities in Ethiopia which includes the roll out of the Site Assessment, Village Assessment Survey, Emergency Site Assessment and Event Tracking Tool.

2. Support data quality assurance by frequently monitoring data collection activities, through direct monitoring at field level and remote monitoring from Addis Ababa, advising DTM Field Project Assistants and enumerators to take corrective measures where needed.

3. Check data accuracy in DTM’s information products such as in its datasets, regional dashboards, National Displacement Reports and more by supporting the information management team in cross checking data collected in the field.

4. Support the Senior Mobility Tracking Assistant in monitoring work of DTM’s 15 Mobility Tracking field project assistants (FPA) by checking that displacement and return data is collected, verified and accurate.

5. Support the coordination of logistical plans for data collection at national level which include devising nationwide vehicle plans to access all regions, allocating daily sustenance allowances for accompanying government officials, distributing IT equipment accordingly to FPAs and enumerators and so on.  

6. Liaise with Regional Disaster Risk Management Commissions (RDRMCs) for the facilitation of familiarization workshops and regularly inform government officials on data collection activities and findings to facilitate the endorsement of the quarterly National Displacement Report.

7.  Participate in field assessments with multi-sectorial data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required where needed.

8. Provide extensive feedback on lessons learned, challenges and recommendations after each round of data collection to facilitate that evolving field realities are accounted for in each round of data collection.

9.  Perform such other duties as may be assigned.

Job Requirements

Education

  •  Bachelor’s degree (B.A.) in social sciences, information management, international relations, or a related field

Experience

  • Knowledge of Geographic Positioning System (GPS) tools
  • Experience working at the community and individual level in rural and remote areas of Ethiopia.
  • Minimum of 3 years’ experience working in field level data collection, research, community-based response approaches etc.  
  • Ability to transfer knowledge and skills on data collection, processing, and analysis.
  • Knowledge of Open Data Kit (ODK) and Kobo technology
  • Computer literacy required: MS Office suite (Word, Excel, Access)
  • Experience in recognized institutions on data collection in Ethiopia is an advantage. NGO/INGO experience is a plus
  • Very good communication and interpersonal skills
  • Managerial experience is needed.
  • Flexibility to perform and deliver in difficult and rapidly changing situations.
  • Coordinates actions with emergency response actors and making use of coordination structures.
  • Makes correct decisions rapidly based on available information.

Languages

  • Thorough knowledge of spoken and written English and Amharic is required.
  • knowledge of other local language is advantageous.
