Safety and Security Assistant

The purpose of the position of Safety & Security Assistant with CARE International in Ethiopia will be to provide expertise, knowledge and specialist support to the CARE Ethiopia CO/programs to minimize risks to personnel, assets and program resources, while fostering best practices in respect to safety and security.
CARE has had a presence in Ethiopia for nearly four decades with a large program footprint and staff presence across main regional states in the country and with good acceptance. CARE interventions primarily focus on livelihoods, resilience building, gender and institutional strengthening, empowering women, and children, drought response, and other emergency live-saving interventions. Impact groups include chronically food insecure rural women, pastoralist school-aged girls, and resource-poor urban female youth. The country office is now responding to large-scale humanitarian crisis caused by the current conflict in the Northern regions, which has displaced hundreds of thousands of people from their homes.

Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility. Full supervision includes: performance management, hiring, terminating, developing and coaching the employee in the course of his/her duties. The general rule of thumb for percentage of time for management of others is 5% per direct report. Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.
Security management as a part of team

· Reports to the Safety and Security Manager (SSM).
· Work in shifts (including some weekends) as a part of a team monitoring the CARE Ethiopia operational environment and carry out real time travel and staff tracking and follow up.
· Carry out information sharing and verification to disseminate important and accurate real time updates to relevant staff.
· Support the management of any incidents/crises.
· Participate in networking that includes NGO security focal points or security officers.
· Reporting security incidents affecting all CARE staff and assets through the SIMSON system.
· Support drafting, editing, and distribution of routine weekly/monthly security updates.
· Maintains routine and confidential correspondence files/documents related to safety & security.
· Promotes the completion of CARE Academy Safety and Security Modules by all CARE Ethiopia staff.
· Support the maintenance of CARE safety and security standards.
· Communicate with local authorities to coordinate the movement of CARE staff at checkpoints, reducing related risks and delays.

· Support the SSM in continually monitoring and assessing the context and situation to determine the extent of risk and vulnerability of CARE Ethiopia Field office personnel and resources in all of CARE operations.
· Supports updates to field and CO Safety and Security Risk Assessments (SRAs) whenever changes in the situation or circumstances occur. In consultation and support with the SSM.
· Regularly monitor the implementation of all safety and security policies, planning and procedures, ensuring they are well understood and fully adopted by all staff in CARE Ethiopia CO and all project bases.
· Support safety and security training at the field and CO level.
· Promote the development of a security culture.
· Supports the procurement of equipment related to safety & security upgrades and training.
· Oversees the implementation of all Standard Operating Procedures.

· Prepare and arrange individual security briefings for all visitors and new staff to CARE Ethiopia.
· Support the maintenance of the CARE Ethiopia Safety and Security Management Plans (SSMPs) and support adherence to procedures and plans.
· Supports communication procedures updates and testing on a monthly/weekly basis as required by the situation.
· Perform regular checks to ensure that all safety and security related equipment such as first aid kits and fire extinguishers are located appropriately in all CARE Ethiopia offices and vehicles and meet standards.

· Update & Review CARE contingency plans on a quarterly basis guided by the SSM.
· Coordinate and lead the effort for the monthly risk assessment review, program risks locations including security access as driven by the situation.
