Job Description

OVERALL PURPOSE:  

The consultant will be responsible for the strategic design, planning and technical supervision of all health and nutrition programming at the country level in Ethiopia. The role will involve taking lead in representing the organization technically in national bodies, coordinate with technical stakeholders and donors, identify areas of improvement in quality or expansion of programming to address critical needs in targeted communities.

SCOPE OF WORK: 

Expectations for this short-term contract are outlined broadly in this Call for Proposal. This role with Medical Teams is a dynamic one with the context continually changing, thus this position requires flexibility. The broad outline of activities offered below recognizes that details may change in order to address needs identified in the field. Activities enumerated below are to be undertaken in Ethiopia between July 1st – August 31^st 2022.

The consultant will serve in the role of Health Advisor for a maximum duration of up to 60 days (with expected hours per week of 40 hours or more) The consultant will be flexible, able to manage time; and, be prepared to tackle other tasks commensurate with role, and level of experience, on short notice. 

DUTY STATION:

The work location for the consultancy will be in Addis Ababa, Ethiopia. The consultant is expected to work from July1st – August 31^st, 2022, and cover any related expenses (travel, accommodation, insurance, visas, etc.) related to working in Ethiopia. Any internal/domestic travel within Ethiopia required by Medical Teams to complete activities in the consultancy, as agreed in the work plan, will be paid by Medical Teams.

Job Requirements

CONSULTANT QUALIFICATIONS:

Education and Certifications

• Doctor of medicine (MD) or other relevant clinical degree is required 
• Postgraduate training in Public Health is an added advantage

Work Experience

• Minimum 2 years’ progressive responsibility in international humanitarian programs with at least one year workingMedical Teams International Programmatic experience within the AFRO region is preferred.
• Minimum 2 years’ senior management related to primary, maternal and child health, reproductive health, and communicable diseases in humanitarian or development programming, with at least one year in a humanitarian context at an NGO.
• Experience with an international NGO or UN agency is required
• Experience outside of home country is desired
• Experience in consortium working preferred

Knowledge and skills

• Knowledge of humanitarian principles and operations and project cycle management
• Knowledge of [Country] MoH, WHO and UN health systems and policies
• Strong knowledge of evidenced based practices in health and nutrition in humanitarian settings
• Basic knowledge of principles and current approaches to monitoring and evaluation in relief and development programs
• Skilled in communications using email, applications including teams, and WhatsApp
• Skilled in project cycle management
• Skilled in capacity building and mobilizing staff to achieve a common goal
• Skilled in relationship building with the ability to liaise with multiple partner agencies and donor representatives
• Skilled in using HIS and HMIS database systems
• Skilled in data analysis and writing proposals and reports
• Skilled at using Microsoft Word, Excel, PowerPoint and Outlook
