Job Description

Action Against Hunger – USA seeks an experienced Chief of Party for the anticipated USAID/Ethiopia Community Nutrition Activity (CNA) program. Under this anticipated program, USAID/Ethiopia seeks to improve the nutritional status of women and children by improving appropriate nutritional behaviors and utilization of nutrition services. The COP will be responsible for technical leadership, strategic vision, and the overall management and operations of the USAID CNA activity. Working with Action Against Hunger Regional and Headquarters staff, and under the direction of the Action Against Hunger – USA Country Director, the COP directly represents the CNA activity with USAID, the Government of Ethiopia, participating community-based organizations, and other USAID implementing partners. As appropriate the COP will liaise with other donor-funded programs. The COP supervises all project staff and partners, including technical and financial teams. This position is contingent upon award and will be a full-time role based in Addis Ababa, Ethiopia.

Key activities in your role will include:

  • Serve as the primary liaison with the USAID Contracting Officer’s Representative (COR) or Agreement Officer’s Representative (AOR) on management and technical matters.
  • Establish relationships with government counterparts, civil society, and other stakeholders for engagement on the project.
  • Ensure compliance with USAID rules/regulations and Action Against Hunger processes.
  • Ensure that the project meets stated goals, outcomes, benchmarks, and reporting requirements and is able to identify issues and risks in a timely manner.
  • Lead coordination among USAID and key stakeholders, including partners, government stakeholders, civil society, and other USAID projects.
  • Manage and coordinate the implementation of activities including oversight of the coordination of sub-recipients and sub-grantees as well as MEL activities.
  • Oversee project administration, schedules, and budgets, including the development of approved annual workplans and project budgets.
  • Provides overall financial oversight of the budget over the life of the project.
  • Represent the CNA project at regional, national, and international conferences, working groups, and meetings to support USAID and Action Against Hunger’s thought leadership.
  • Mentor and manage staff in a respectful and transparent manner, working with staff, partners, volunteers, and community members to build their capacity.

Job Requirements

  • Master’s Degree from an accredited university in public health, nutrition, or relevant field.
  • At least fifteen (15+) years of experience in the successful implementation of international development activities of a similar size and scope, preferably in Ethiopia or Africa.
  • At least eight (8+) years of experience as a COP or in a comparable managerial position on donor-funded projects, preferably for USAID programs, with demonstrated experience working in Ethiopia.
  • Demonstrated understanding of the role of community engagement in Ethiopia, especially in 2nd or 3rd tier communities.
  • Proven experience building capacity for local government and community leaders, especially those populations under 30 years of age in Ethiopia, through small grants or other methodologies.
  • Demonstrated knowledge of USAID rules, regulations, and policies.
  • Known reputation and offers outstanding referrals for successfully building and effectively managing a diverse team of employees and partners.
  • Demonstrated ability to lead/supervise a diverse team on projects of similar scale financially, culturally, staff size, and activities).
  • Demonstrated experience with multisectoral nutrition programs – technical background in governance, systems strengthening, nutrition or resilience related programming
  • Demonstrated ability to work in development and/or humanitarian environments, which includes working with different stakeholders, including community organizations, government institutions, private sector entities, and US Government agencies.
  • Demonstrated skills in conflict sensitivity, problem solving and consensus building.
  • Demonstrated work fostering gender equities both in the participant communities as well as in the mentorship of the CNA program team.
  • Demonstrated experience working with disadvantaged, marginalized or otherwise under-represented communities, including internally displaced persons, women, and girls.
  • Knowledge of the current political, social, and economic context of Ethiopia
  • Demonstrated strong writing and oral presentation skills in English.
  • Ability to reside and work in Ethiopia full time.
  • Travel within Ethiopia and internationally.

Desirable Qualifications

  • Fluency in Amharic (oral, writing, and reading).

Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance.
  • Must be available to work outside normal office hours or on the weekends as needed or required by contact with the missions or other obligations.
  • Must be able to travel coach fare for standard domestic and international business travel as well as to the missions if appropriate.
  • While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
