Job Description

Application Deadline: June 06, 2022 

1. Identification, Registration and Documentation (10%)

·        Conduct structured identification of exercises and updates on the child protection situation in the designated project area relating to unaccompanied and separated children and other children at risk

·        Ensure coordination and confidential information sharing with CP officer, implementing partner organisations and community-based child protection groups and networks, as well as relevant stakeholders at community level

·        Identify missing children and children who need family tracing and reunification services

2. Case Management Intervention (25%)

·        Conduct the registration of unaccompanied and separated children and other children at risk establish a trusting, respectful working relationship with the child, family and community and record basic information about the child using the relevant forms.

·        Conduct the assessment and documentation of unaccompanied and separated children and other vulnerable children. Work with the child, family and community to:

·        Understand the nature of the child/family’s needs and problems. This entails assessing the risks to family members and the strengths of the child.

·        Help identify the goals and the services or assistance they need and help obtain those services.

·        Conduct the case planning for unaccompanied and separated children and other children at risk. Work with the child, family and community to develop a Case Plan. And work with the child, family and community to:

·        Provide direct service (e.g. PFA, mediation, skills building & giving resources)

·        Link the child and family with the needed services (referrals) and coordinate multiple services (case conference)

·        In the case of urgency and prioritized vulnerability, social worker will refer cases for the immediate support to available services in the camp.

·        Regularly follow up to ensure all services and action points listed in the case plan are carried out within agreed time frames and ensure that progress is regularly reviewed.

·        Regularly monitor and support to children and families through home visits, providing guidance, advice and emotional support, community mediation and referrals.

·        Manage cases in line with SOPs, adhere to standard documentation processes and follow best practice guidance.

·        Regularly document cases using case inter agency standard forms to update databases to ensure a comprehensive record of the case.

·        Under the supervision of the CP Officer and following the evaluation (if the goals have been met and there are no new problems), close the cases of unaccompanied and separated children and other vulnerable children. Work with the child, family and community to:

·        Informs the child and the family of the new relationship and the conditions under which they may be accepted again for assistance.

3. Case Coordination (15%)

·        Liaise with other thematic response areas in the camp such as health, education, gender protection to ensure coordinated multi-sectoral support for unaccompanied and separated children and other vulnerable children and their families.

·        Identify capacity building needs of relevant service providers on child protection and referral pathways.

·        Share all information in timely and confidential manner.

4. Reach out, support (10%)

·        Organize community awareness sessions, child led group discussions and closely work with child protection committees.

·        Identify individual cases through regular presence in the community and accept referrals from other agencies and community partners.

·        Facilitate peer-to-peer support groups where appropriate.

·        Work with child Protection Officer to arrange case conferences for complex cases and ensure children receive multidisciplinary support.

5. Principles (10%)

·        Organization does not allow spreading, gossip or other ways of sharing confidential information about children or identified cases to parties other than those strictly involved.          

·        Children´s records, attendance sheets, case forms and other confidential data will be kept and shall not be shared to any external person, community member or to any organization/government line agencies without prior consent of the concerned child, CP officer and CP coordinator.

·        Integrity: Works with trustworthiness and integrity and has a clear commitment to organization core values and humanitarian principles.

·        Commitment to the Best Interest of the Child.

·        Clear and effective communication and negotiation skills for a variety of different counterparts.

·        Accountability and responsibility for own performance.

·        Proactive, promotes team work and cooperation

·        Ensure that data collection and storage respect data protection protocols and confidentiality principle.

Related to Program Design: (10%)

·        Facilitate and collect baseline information and data from in line with Child protection in emergency submit to CP Officer for further analysis.

Related to Capacity Building Support: (10%)

·        Provide adequate technical support to community volunteers and partners in the area of case management counselling

·        Ensures that Plan International’s global policies for Child Protection and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and community volunteers are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Dealing With Problems (10%)

·        The role holder will deal with children with various levels of psychosocial distress and depression who passed through conflicts, abduction, abuse, recruitment, separation, etc. to mention a few.

·        This requires the post holder to create capacity and awareness among target community, especially volunteer social workers, community volunteers, children and parents including other community based structures to identify children with protection risks. The role requires developing tools, conducting assessment, that measure level problems regarding the nature and depth of problem and avail responses to reduce its effect.

·        The post holder is required to create safe and conduce space to deal with the beneficiaries. It also requires the post holder to conduct referrals of beneficiaries to different services centres and recommend case closure based on the level of improvement of an individual beneficiaries, 

·        All the above responsibilities oblige a post holder to develop high level of professional discipline and preparedness to investigate cases, analyse, & thinking creatively in the process of solving problems of beneficiaries.

Job Requirements

·        Bachelor’s Degree or diploma in Sociology, Psychology, Social work, Law, Political Science & International Relations, community development or other related field of social science studies.

·        Minimum of 2 years of experience working in INGO’s and or UN Agencies in developmental or in humanitarian programmes, out of which 1 year in provision of case management and psycho-social supports and working for an international agency. 

·        Experience of working with vulnerable children, including children outside of parental care.

·        Experience in designing and facilitating of training and capacity building on child protection, counselling and/or case management technical areas with a variety of audiences.

·        Experience in community mobilization and conducting outreach activities.
