Job Summary:

The Roving Senior Project Officer – Operation is responsible for tracking and coordinating JEOP commodity movement related to the Northern Ethiopia Response by coordinating with the National Logistic Cluster, WFP, and appropriate regional government concerned offices to ensure smooth movement of JEOP commodities in/through the region. They will prepare periodic reports on convoy movement, track truck movement, and participate in logistic cluster and other related meeting on behalf of JEOP for all related tasks (internally and externally).

The Roving Senior Project Officer – Operation is also responsible for coordinating with Supply Chain Department, PDP’s and ensure all commodities are accounted for and arrive to intended destination for JEOP operation in Northern Ethiopia (Tigray and Amhara regions).

The Roving Senior Project Officer – Operation is also responsible for reporting of any incidents related with JEOP commodity movement passing through the National Logistic Cluster coordinated convoy system in a timely manner.

The Senior Project Officer – Operation is based in Addis Ababa but is expected to travel and be temporarily based in Semera, Kombolcha or Mekelle according to the needs of the agency.

Job Responsibilities and tasks:

1.      Tracking JEOP commodity loaded trucks movement between CRS PDP’s and to Partners FDP through the Semera corridor including truck movement from Djibouti to CRS PDP’s through the logistic cluster convoy system in Semera/Afar region,

2.      Following up the clearance approval of trucks to move into Tigray region with the Logistic Cluster in Afar Semera,

3.      Ensure all trucks with JEOP commodity (Title II) with clearance are joining the immediate humanitarian convoy into Tigray region,

4.      Represent JEOP in the Logistic Cluster meeting in Semera, actively participate in Afar Access Working Group meeting and attend the weekly national logistic cluster meeting (online) and attend all related meetings in Semera,

5.      Coordinate with CRS PDP’s, Supply Chain department, Mekelle PDP, Adama PDP to ensure smooth truck convoy movement from end to end,

6.      Ensure all administrative process and action required for convoy movement at Semera is in place (vehicle, stationary and related)

7.      Report daily humanitarian convoy movement, and periodic performance reports in consultation with Program Manager for Operation or DCoP-Operation,

8.      Support JEOP dispatch and distribution operations in Northern Ethiopia by coordinating with implementing partners and JEOP operational teams on the ground, including:

            a.   Provide daily dispatch and distribution update

            b.   Provide JEOP operational area access information

            c.   Provide update on challenges and propose way forward

            d.   Represent JEOP in ECC and Incident Command Post (ICP)

            e.   Work with ORDA and FH staff to ensure smooth dispatch and distribution, reporting of incidents and loss,

9.      Track, compile, document, and report JEOP operational areas security and any access related information,

10.  Track, compile, document, and report incident related with JEOP contracted trucks or convoy movement,

11.   Perform related duties up on request by supervisor

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

  • MA/MSc or BA/BSc Degree in Business Management, Disaster Risk Management, Rural Development, Economics, Development Studies, and other related fields Experience: 6 years’ experience on USAID-funded emergency food assistance projects.
  • Knowledge of MS-Outlook, Excel, MS Word and MS Access, PowerPoint.
  • Experience and knowledge in working with the National Logistic Cluster, especially in coordinating Semera Corridor humanitarian convoy movement is essential.
  • Experience and knowledge of USAID-funded emergency food assistance projects, Red Cross Code of Conduct, SPHERE Standard.
  • Emergency operations, insecurity, and hardship field experience.
  • Ability to work under pressure and meet deadlines.
  • Ability to work harmoniously under a multicultural setup.
  • The high degree of initiative, integrity, and accountability.
  • Comprehensive experience on USAID FFP Title-II funded food program interventions (knowledge of USAID Reg.11, GACAP & commodity management policy) is also mandatory.

Required/Desired Language: English and Amharic are mandatory

Travel Required: 80% of required travel

Key Working Relationships:

Supervisory: JEOP Deputy Chief of Party/ JEOP Program Manager,

Internal: -    Create a good relationship with the JEOP team, Supply Chain staff, Logistics Manager etc.

-         Work closely with Adama PDP, Kombolcha PDP and Mekelle PDP supply chain and JEOP staff,

-         Closely cooperate with JEOP Senior Project Officers – Operation in Kombolcha and Mekelle,

External: -    Closely cooperate with all JEOP Partners and local Government regional staffs

-         International NGOs and UN organizations like WFP as needed
