Consultancy Service for Reporting Standard Transition to International Public Sector Accounting Standards (IPSASs)

and Statutory (ACSOs) Audit

Population Media Center-Ethiopia (PMC-E), a US-based non-profit organization is seeking Technical and Financial proposals from qualified organizations/firms for Transition to International Public Sector Accounting Standards (IPSAS) and Statutory (ACSOs) Audit.

Instruction to Bidders

Preparation of Bids:

• Language of the Bid: The bid prepared by the bidder and all correspondences and documents related to the bid exchanged by the bidder and the procuring entity shall be written in English language.
• Bid Currencies/ Bid Prices: All prices shall be quoted in Ethiopian Birr. The bidder shall indicate on the appropriate price schedule the unit prices of the services it proposes to supply.
• Consultants that are interested should not submit quotes for both requests at the same time.  

Submission of Bids:

Format and Signing of Bid: The Bidder shall prepare copy of the Bid proposals clearly marking “Original Bid” as appropriate. The bid proposal shall be typed or written in indelible ink and shall be signed by the Bidder or a person or persons duty authorized. A Bid shall contain no interlineations, erasures, or overwriting except as necessary to correct errors made by the Bidder in which case the person or persons signing the bid shall initial such corrections.

Sealing and Marking of Bids:  

• The Bidder shall seal duly marking the envelop as “ORIGINAL”.
• The envelope shall be addressed to the purchaser at the address given in these solicitation document; and
• The envelope shall also indicate the name and address of the Bidder to enable the Bid to be returned unopened in case it is declared “late”
• If the envelope is not sealed and marked  as required the purchase will assume no responsibilities for the Bid’s misplacement or premature opening.

Deadline for Submission of Bids/Late Bids:

• Bids must be delivered to the office within 10 (Ten) working days from the issue date of this announcement.
• PMC-E may at its discretion extend this deadline for the submission of the bids by amending the Bidding documents.
• Any Bid received by PMC-E after the deadline for submission of bids will be rejected and returning unopened to the bidder.

Modification and Withdrawal of Bids: 

The bidder may withdraw its bid after submission provided that written notice of the withdrawal is received by PMC-E to the deadline for submission. No bid may be modified after passing of the deadline for submission of bids. No bid may be withdrawn in the interval between the deadline for submission of bids and the expiration of the period of bid validity.

Evaluation of Bids: 

Determination of compliance with the solicitation documents is based on the content of the bid itself without recourse to extrinsic evidence.

Award:

Award Criteria: PMC-E will issue the award with the lowest priced and technically qualified bidder. PMC-E reserves the right to accept or reject any bid to amend the solicitation process and reject all bids at any time prior to the award without thereby incurring any liability to the affected bidders(s) or any obligation to provide information on the grounds for the organization’s action.

Notification of Award: Prior to the expiration of the period of bid validity PMC-E will send to the successful bidder the award.

The bidder should submit their technical and financial proposals (Separate with sealed envelope) to PMC-E, Addis Ababa located around Bambis Supermarket, Mekane Yesus BLDG, 7th Floor during working hours within 10 (Ten) working days from the date of this announcement.
