About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where Nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are: BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA and others.

I. Summary of position

The main objective of this position is to serve as the access and safety focal point for the Ethiopia mission. Action Against Hunger works in the most challenging and insecure environments in Ethiopia. The Access and Safety Manager will oversee the development and implementation of reporting mechanisms, monitoring of safety threats, development of security plans for the mission, and advise field teams in engaging with external actors in order to manage access for our humanitarian and development programmes.

The Access and Safety Manager’s –purpose is as follows:

II. Essential job duties

  • Review and update existing security procedures and practices at mission and/or field level; in collaboration with FCs and A&S officers 
  • Develop a work plan to improve security management in the Ethiopia Mission
  • Develop communication networks with external agencies
  • Support, guide and mentor Field Coordinators, Access and Safety Officers, Community Advisors and other mission staff on Access and Safety management responsibilities
  • Managing the response to all security incidents reported via SIRO tool and coordinate incident closure.
  • Monitor national and public media for information affecting our field locations
  • Monitor fleet and Staff movements
  • Conduct access and security training for mission and field teams;
  • Assess risks and develop appropriate security management plans for new deployments of Action Against Hunger personnel or selection of new locations or premises;
  • Lead the analysis at mission level of all security incidents experienced by Action Against Hunger and provide recommendations for mitigation and contingency measures for similar incidents.
  • Maintain regular analysis and reporting of conflict situation in Ethiopia.
  • Join and/or lead any security-related discussion pertinent to strategic or tactical decisions at mission level.
  • Develop and/or improve existing crisis management capacity to respond to critical incidents.
  • Represent Action Against Hunger-USA at relevant security networks or exchanges of security information, for example as organized by UN or NGO forum or similar body;
  • Brief all new staff and visitors on the security situation and rules of the mission
  • Organize/participate in access and security assessments of the new areas of operation;
  • Participate in the security-related context and risk analysis, support the development of  mission / field office security plans and their implementation, manage incidents and their reporting under the supervision of CD
  • Perform desk review of written security plans and procedures, measuring gap/compliance with ACF International security management framework;
  • Provide technical support/advise to Country Directors, Field Coordinators, Logistics Coordinators and other staff with security management responsibilities pertaining to improving mission level security management.
  • Support HQ Security Officer in preparing/implementing security management chapter of annual workshops, inductions, briefings, and trainings
  • Ensure documentation and capitalization of lessons learnt and good practices within ACF and in conjunction with humanitarian security management thought/practice leaders,
  • Where necessary, directly assist FCs and community advisors in negotiating access for AAH programme teams.
  • Manage Access and Safety team members and the GIS officer, including the daily management of workload, field trip planning, and development of personal development plans for each staff member.

  • Technical supervision of field community advisors

Budgets and all grants are implemented in compliance with Action Against Hunger and donor regulations.

VI. Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VII. Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week in the duty station and/or areas of intervention/ during field visit. Must be available to work outside normal office hours or on the weekends as required. Must be able to travel as required for standard domestic (at least 80% of the time) and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases. 

Job Requirements

Required Qualifications and Professional Experience

  • Minimum of bachelor’s degree Law / Political Science.
  • At least 3- 5 years’ work experience in security management, INGO experience is advantageous

Required Skills & Competencies

  • Ability to work in situation of armed conflict and other situations of violence
  • Excellent knowledge of English
  • Native Amharic speaker, plus one additional Ethiopian language.
  • Experience with major INGOs or institutional and UN donors and donor procedures (ECHO/EC, OFDA/USAID, CIDA, SDC, etc.) is an asset
  • Proven ability to translate technical financial data into informative reports
  • Excellent management and representation skills for the organization with authorities
  • Excellent communication and negotiation skills with key actors in diverse security locations context
  • Experience designing and delivering training and coaching for international and national staff
