Job Purpose
- The distribution officer will support the Snr. Project Officer for Distribution and also work in close collaboration with the cash distribution team ( Snr project Officer and Project officer)
- The distribution Officer Position is responsible for carrying out all aspects of program delivery through distribution programming designed to respond to disaster affected communities within short time. The Distribution Project Officer spends most of his/her time in the field, identifying priority needs and target communities affected by natural and manmade crisis, conducting multi-sectorial assessment as well as market assessment in the areas of needy community, conducting post distribution monitoring, establishing relationships with community, local government and leaders, overseeing field-level operations, such as organize and monitor all the step of distribution activities.
- Provide technical support, training, supportive supervision, of the daily worker tems in charge of the distribution. More over he will be responsible proper planning and implementation in collaboration with zonal and woreda level government and Concern team for Resilience & Early Warning.
Main Duties & Responsibilities
Program Management
Project Management
- Play lead role for the implementation of distribution at field level (NFI, WASH NFIs, Shelter Materials, etc) activities, working closely with the Wollo program team and head office Livelihood and WASH Technical advisor.
- Supervise the distribution of NFIs to beneficiaries;
- Ensure the follow-up of activities through an effective presence in the field;
- Assist the Snr Project officer to coordinate all field interventions (assessments, targeting and interventions). This includes all operational requirements to carry out distribution under Emergency program (planning, logistical preparation, etc.).
- Undertake assessment surveys (early warning, intervention impact, baseline data, case studies, Mehr/Belg assessments, market etc.) in collaboration with the responsible stakeholders and assess the opportunity as well as the risk;
- Play lead role in the process of identifying beneficiary communities/targeting based on robust and participatory criteria and assist other staffs
- Ensure the beneficiary feedback and response mechanism on distribution activities.
- distributing cash, vouchers and in-kind kits for the timely delivery
- In collaboration with the logistic department, keep track of the contingency stock and realise monthly inventory.
- Draft report on any loss or damage item according to concern and the donor guideline.
- Fully comply with Concern’s safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation
- During field trips, maintain constant communication with all stakeholders (local authorities, armed groups, village committees, etc.)Ensure linkages of relief and development activities in CWW Ethiopia through provision of contemporary valuable and practical thoughts around Resilience and early warning
- Responsible in the collection of data, conduct of assessments (needs, market, risks and security) and provide input for proposal development for cash transfer project
External Management and networking
- Maintain good network with partner organizations at Woreda levels working in Resilience and early warning system;
Technical Support
- Keep well-informed on SNFI/Shelter situation in the country, new technological developments and finance service providers for cash deliveries
- Keep well-informed on SNFI guidelines in the country, new cluster standard as well as the availability and quality of the item on the market
- Support the Snr Project officer to prepare technical and supportive supervision plan based on the need assessment for staff and project stakeholders and report on time;
- Apply technical knowledge and skills to implement distribution activity including transversal protection issues.
- In coordination with the Technical Assistants, trains new team members
Project Monitoring and Reporting
- Monitor progress against grant work plan; promptly identifying any current or potential delays
- Support the Snr Project Officer in producing Concern reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.
- Assist monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for Concern M&E purposes.
Capacity Building
- Creates awareness of for communities, government partners and stakeholders to consider and distribution response.
- Build the capacity of local stakeholders to support Concern in the emergency response activities
- Support the daily worker to meet the humanitarian principles during distribution activities to beneficiaries.
Partnerships and Representation
- In the absence if the Snr Project Officer, Work collaboratively with Concern’s supply chain, finance and admin/HR staff to process purchase requests, facilitate cash distributions and complete procurements
- In the absence if the Snr Project Officer, Represent the Concern on SNFI coordination meetings at woreda and Zonal level
- Other duties as assigned by the supervisor, and ERR team to enable and develop Concern programs

- Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
- Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities
Job Requirements
Person Specification
- Qualification in fields such as Agri-Business Management, Economics, Marketing, Rural Development, Banking, Project Management or similar with relevant experience of the position demand.
- Experience in the design and implementation of cash, market based programming and Livelihoods areas
- Experience of multisectiorial assessment and distribution program.
- Master’s degree with min three years of relevant experience.
- Bachelor’s degree with minimum five years of relevant experience.
- Minimum three years NGO Experience
- Experience of cash transfers and other social safety net programmes is an advantage.
- Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to work under pressure well.
- Fluency in English, Amharic required and also other local languages preferred
- Demonstrated flexibility and creativity in planning and problem solving.
- Experience with the development, implementation & compliance of USAID (OFDA and FFP)/DFID and ECHO funded programs.
- Experience working with local authorities, national and international NGOs.
- Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
- Knowledge of Sphere standards and other training in humanitarian response preferred.
