The position holder will be responsible to support the implementation of the Plan Internationalis’s strategy by developing & ensuring the mainstreaming and promotion of gender equality and inclusion in all programs and strengthen specific programs/projects for the empowerment for girls; women and persons with disabilities to close gender gaps and help overcome gender-based inequality and discrimination.
This would be demonstrated in undertaking responsibilities which includes; to ensure gender transformative approaches are used in all projects, participate and ensure gender and inclusion activities and indicators are included in projects while proposal design and development, provide capacity building training for plan International and partners’ staff, strengthen networking and resource mobilization, strengthen partnership with organizations and NGOs that have similar visions, missions and goals on Gender and Inclusion work and to monitor gender and Inclusion activities are progressed well as planned.
Strategic support and Leadership (30%)
- Conduct timely, quality, and comprehensive rapid gender analysis (RGA) to inform program design and advocacy efforts of the organization
- Conduct gender equality and inclusion audits from time to time and identify areas of improvement, communicate the same with relevant internal and external stakeholders, develop an action plan to train and build the capacity of staff on identified gaps
- Lead the implementation and operationalization of the Gender Equality Inclusion Self-Assessment (GEISA) findings in close coordination with existing Gender and Inclusion Specialist and other relevant team members within the office and beyond
- Provide leadership to the humanitarian team in developing Gender Age Marker (GAM) during proposal development and review and provide technical inputs to assessment tools to make sure that the tools can address gendered needs of crisis affected people; men, women, boys and girls alike
- Advice on gender and inclusion program and influencing work; and generate evidence and share lessons learned on gender transformative approaches for strategic organizational decision.
Program Design, Integration & Mainstreaming (30%)
- Ensure that Plan Ethiopia implemented programs (particularly humanitarian) are gender transformative and are technically sound & are aligned to Plan Gender Policy and the programme Quality Framework. Special emphasis is put on ensuring that gender-based violence and related challenges are thoroughly analysed and sufficiently addressed in our humanitarian programming
- Provide technical support on gender in the planning, implementation, monitoring and evaluation and Learning of Plan’s humanitarian and development programs and projects. Special emphasis will be given to humanitarian programs
- Develop necessary guidelines, systems and tools for gender mainstreaming in all programs (Development and Humanitarian) in close collaboration with Gender and Inclusion Specialists in the organisation.
- Work closely with program staffs and support to allocate budget for gender equality and inclusion activity and ensure gender equality issues and sex disaggregated data are included in monitoring report
- Prepare over all operational plans & provide technical support on gender targeting Program Area and Emergency Response Area Offices.
- Be responsible for gender mainstreaming in all Plan International Ethiopia program areas including in Emergency Response.
- Ensure equal and fair opportunities and representation of both sexes and persons with disabilities in the program area.
- Prepare annual and quarterly implementation plans and budgets
- Prepare and submit periodic narrative and financial reports in a timely manner according to Plan standard, compliance and donor requirements
- Ensure the Gender, equality and inclusion tasks has been properly monitored and evaluated whether it brings the desired result
- Work seamlessly with the existing MEAL system on monitoring, evaluation and reporting Gender Equality and Inclusion (GEI) issues as per the required templates and timelines
- Assist technically on gender related researches at various levels.
- Identify, document and disseminate best practices from within and outside Plan to staff and other development partners.
- Advise Thematic Leads and other technical specialists in setting indicator targets and ensure targets are in line with proper programming approach
- Foster collaboration and support at program level to develop plans for integrating programs with other thematic areas
Staff and Partner Development & Strengthening (20%)
- Provide technical assistance and build the capacities of local partners on gender and inclusion, with special emphasis on addressing gender-based violence in humanitarian setting; Ensure adequate stakeholder consultation and participation at all stages of humanitarian project management
- Train staff on nascent gender, equality and inclusion issues and new trends in the subject area to make sure that staff are up to speed with the latest developments
- Actively participate in the country program team in an open, cooperative and proactive manner and contribute towards ensuring smooth departmental collaboration and coordination.
- Provide technical assistance and training on promoting gender equality for partners and stakeholders.
- Build the capacity of staff and partners on gender transformative programming, addressing gender-based violence particularly in humanitarian settings, etc
- Organize regular performance review meetings to assess progress on gender transformative programming but also to agree on and communicate any changes in strategy with the key project stakeholders
- Train staff on the various gender analysis and assessment tools and procedures and ensure that the organization has an inbuilt capacity to conduct assessments, which are cognizant of gender, equality issues and embrace diversity and inclusion.
- Work with National Offices and other stakeholders to tap the potential of mobilize resources aimed specifically at building the capacity of staff in the area of gender, equality and inclusion
Influencing, Representation & Resource Mobilization (20%)
- Represent the organization in relevant national and regional forums and platforms at international level concerning gender and inclusion;
- Establish and strengthen partnerships and networks with NGOs, Government bodies, forums and CBOs for cross learning, identification of lessons learned, best practices, resources mobilization and scaling-up to enhance program initiatives
- Network effectively with others to draw information and knowledge for the development of project inputs and strategy development.
- Develop and implement policy advocacy action plan related to gender and inclusion using all relevant tools and techniques and in close collaboration with the Influencing and Communications team. This will include, but not be limited to, developing policy briefs, advocacy messages, organizing conferences and seminars, etc. Closely work with the Regional and Country Office Gender Specialists and other staff.
- Organize and facilitate national, regional and district level workshops and experience sharing visits.
- Lead and deliver quality project / programme development in line with PIE’s country strategy to compete in funding opportunities (scanning the situations, come up with innovation and also consider sustainability and also impact of the projects and programmes)
- Present and share lessons, best practices, approaches and tested models for donors, government and other stakeholders, partners and alliances to further scaling up and reach wider beneficiaries as well as influencing and attracting more resources
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
- Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
- Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
- Monitor the various aspects of the organization to make sure that Plan puts in place a safe programming approach in line with the cardinal programming principle of Do No Harm
- Periodically assess the various CBCFM that Plan establishes to ascertain that they are compatible with safe programming approaches
- Continually review the beneficiary selection criteria’s that Plan’s program team uses to ensure that they are regularly updated and captures all the required dimension in the selection process.
- When requested, assist HR team in reviewing the Code of Conduct in a reasonable time frame to ensure periodicity
Job Requirements
Qualifications/ experience essential:
- Bachelor degree in Gender studies, social work and other related disciplines.
- At least six years substantial experience in gender on Humanitarian and development programs/projects (designing, implementing and assessment/evaluation).
- Practical experiences on gender need assessment, gender analysis, GAMs and other gender tools at field and office levels for humanitarian settings
- Extensive knowledge and experience of mainstreaming gender & inclusion and gender transformative approaches in all programs and projects
- Extensive experience and expertise in addressing gender-based violence particularly in humanitarian setting
- Proven experience in gender programming and experience at community level projects management
- Experience in gender advocacy, influencing and networking
- Experience in designing & facilitating training for staff and partners.
- Experience in participatory methodologies and humanitarian setup
Qualifications/ experience desirable:
- Knowledge of current international humanitarian and development trends and thinking on program effectiveness and humanitarian development nexus
- Understanding of integrated development and humanitarian issues.
Languages required
- Fluency in English language is essential
- In addition to Amharic, Knowledge of Local Languages is a desirable
