Ethiopian Dairy Bounty Project

Solidaridad established a country office in Ethiopia since November 2015 with registration # 3531. The office re-registered on July 11, 2019 under the CSO proclamation 1113/2019.

Solidaridad Ethiopia is currently implementing initiatives in the dairy, cotton, textile, leather, and coffee commodities in collaboration with the Ethiopian government and private sector partners & stakeholders. The DaSH pilot project financed by SNV-BRIDGE project aims at piloting dairy service hubs in North Shewa Zone of Amhara National Region. This pilot project approaches private dairy extension service smallholder dairy farmers through hubs for environmentally sound and efficient dairy value chain.

Ethiopian Dairy Bounty Project is a four years dairy sector transformation project implemented by the consortium of SNV Ethiopia and Solidaridad and fully funded by the World Bank Group. The project is implemented in partnership with the Oromia BoFED, Livestock & Fisheries Resources Development Bureaus, Cooperative Promotion Agencies and other relevant sector offices.

Objectives: Conducting dairy pilot project baseline survey in Ad’a, Sululta, Qimbibit, Aleltu and Bereh of North Shewa Zone of Oromia national region.

SCOPE

The baseline will be limited geographically in the above mentioned districts. It will cover basic production, environmental and value chain situations of dairying in the area.

OUTPUTS AND DELIVERABLES

The following outputs are expected from the baseline assessment:

  • Collect key dairy GHG accounting indicators for various production systems in Oromia
  • Collect institutional capacity to implement dairy GHG emission MRV system in Oromia region dairy enabling environment and services
  • Conduct a rapid assessment of the situation of dairy value chain actors in the three districts, complemented with a concise and relevant secondary information (literature)
  • Quantify the milk production potential and seasonal off-take rate of the districts, 
  • Assess the socioeconomic and cultural issues related with commercializing dairy farming and marketing businesses along the value chain, with due consideration of the dairy hub model
  • Select potential dairy service hubs locations and/or cooperatives per district to set up/upgrade to full-fledged dairy service hub,
  • Provide the GPS location of suitable hub locations and related biodata of the surround farmers and value chain actors.
  • Collect and analyze verifiable indicator data from the program results framework
  • Collect and analyze data/information to use as a basis for their overall program monitoring and evaluation against the set indicators over the course of the program implementation period.

TIMELINE

  • Short listed consultants present their technical proposal and interview – May 16 – 20, 2022
  • Short listed candidate will be notified on May 23, 2022
  • Best candidates presents inception report with detailed methodology May 27, 2022
  • Baseline survey activities first draft report June 30, 2022

Job Requirements

REQUIREMENT AND SELECTION CRITERIA OF CONSULTANT

The consultancy is open to consultancy firms. The requirements are as follows:

Eligibility criteria:

  • Consulting firms with Renewed business/Trade license, VAT and TIN registration certificates

Desirable criteria:

  • Track record and demonstrated experience in dairy value chain assessments, preferably in Oromia region
  • Reference letters from three organizations who commissioned similar or related assignments.

Selection criteria for the evaluation team:

  • Primarily: Technical proposal quality – 70%
  • Secondary: Financial proposal – 30%,
