John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.
JSI seeks a dynamic and experienced Chief of Party (COP) for an anticipated United States Agency for International Development (USAID) funded Public Health Emergency Management (PHEM) Activity. The objectives of the Activity are to strengthen public health emergency management to mitigate the impact of disasters on the health system and primary care and the capacity of Ethiopia’s institutions and communities to effectively manage disaster risks.
The Chief of Party will serve as the primary technical and management officer, providing leadership and coordination in strategic planning, program development and management, and overseeing the implementation and evaluation of all activities supported by the project. S/he will be the official representative of JSI and will maintain communication between all relevant parties including USAID/Ethiopia, the Ethiopian Ministry of Health (MOH), leaders of partnering organizations, and others. S/he will directly supervise the work of a senior management team (SMT). The Chief of Party will report to JSI R&T’s Senior Technical Advisor in Boston, Massachusetts. This position is contingent upon donor approval and funding.
RESPONSIBILITIES
The COP is responsible for developing a strong, coherent vision and initiating innovative strategies across the program activities. The COP will lead and/or participate in strategic and high-level policy forums and meetings with various actors and advocate for broader technical issues. S/he supervises all the senior management team.
- Provide overall leadership and coordination in planning, implementation and evaluation of all USAID-funded activities supported under this cooperative agreement or contract;
- Serve as JSI’s chief project and technical representative with USAID, the MOH, local community-based and non-governmental organizations, subcontracting agencies, and international agencies and institutions;
- Directly supervise the senior management team;
- Provide general project and technical direction, and ensure that reporting requirements to USAID are met;
- Ensure compliance with USAID and JSI rules and regulations;
- Oversee the development of appropriate planning, monitoring, management and control systems to ensure informed decision-making and implementation of project activities;
- Oversee the development of annual work plans;
- Ensure project financial systems and controls comply with JSI accounting practices and USAID standards;
- Liaise with Government of Ethiopia officials and other key stakeholders to ensure transparency of project and sound communication practices;
- Closely monitor security dynamics in the project areas and report to the Country representative on significant changes in the security context;
- Identify key monitoring and evaluation methods and routine activities to ensure the achievement of project objectives;
- Collaborate with other JSI programs in Ethiopia; and
- Create and sustain a work environment of mutual respect where the Activity team strives to achieve excellence.
Job Requirements
- Master’s Degree in international development, public health, disaster and risk management or related field required.
- Minimum of 15 years of relevant experience, with increasing responsibilities, including key leadership roles while managing large international development programs related to community health, PHEM, and/or health systems strengthening.
- Experience in managing and implementing USG programs.
- Demonstrated leadership in working collaboratively with key stakeholders in Ethiopia including government agencies, ministry offices, donors, local governments, and other implementing partners.
- Proven senior management experience in PHEM or a related technical area.
- Previous COP or DCOP experience preferred.
- Proven ability in understanding, creating and implementing solutions in order to achieve measurable results within development projects.
- Experience in capacity building of local organizations and partners.
- Demonstrated skills in leadership, mentoring, motivating and supervision of multi-cultural teams within a dynamic setting.
- Demonstrated ability to cultivate relationships with the private sector, local NGOs and government officials.
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
- Proven experience leading, supervising, and mentoring staff and large teams.
- Experience developing budgets, costed work plans and tracking expenditures.
- Knowledge of USAID administrative and procurement practices.
- Excellent interpersonal skills? ability to work successfully with teams/units across the project and organization.
- Strong oral and written communication and presentation skills in Amharic and English required.
- Experience working in conflict or post-conflict settings is a plus.
