Nature of the consultancy: Caseworker to support the GBV response in Somali and Oromia regions (Category A)
Project Context and Scope: The overall goal of this project is to strengthen the provision of direct protection assistance, including gender-based violence (GBV) response services to internally displaced persons (IDPs) and IDP returnees in Oromia (East Hararge) and Somalia regions (Fafan). The activity will be delivered through a mobile GBV service modality, co-located with IOM’s Health and MHPSS response. It will cover community outreach, PSS and GBV case management.

Duties and Responsibilities
- Provide case management services, including needs assessment, case plans, follow-up, referrals, counselling, and/or data entry.
- Provide cash or in-kind assistance as a part of the case management process; facilitate access to temporary shelter, medical services, and transportation for the client
- Identify and support persons at heightened protection risk, and advocate for their needs with service providers
- Ensure the provision of comprehensive information on services available to the client, maintain coordination with service provider focal points, and ensure accompaniment and referral to service adhering to referral standards
- Support weekly protection information sessions and awareness raising in close coordination with other members of Protection Team
- Identify and build capacities of community volunteers
- Provide weekly and monthly data and complete case management notes and reports
- Produce weekly / monthly reports to Protection Officer.
- Ensure ethical and confidential collection and storage of case management data.
- Attend and coordinate with Protection, GBV, Child Protection Cluster/AoRs and other working groups as relevant.
- Liaise with other Protection actors to coordinate implementation of common standards in the field and consideration of protection issues in assistance program.
- Perform any other responsibilities as may be assigned.
Performance indicators for the evaluation of results
- Meeting targets outlined in the results matrix for the project DP.2428 under GBV response
- Procedural delivery of case management services, including, development of case assessment, case plans and follow-up
Job Requirements
Education, Experience and/or skills required
- University degree in psychology, social work or women’s studies with 4 years of relevant professional experience
- Demonstrated experience working in case management, particularly with GBV survivors in an emergency or post-conflict environment.
- Experience with ethical safe assessments, data collection, and information-sharing.
Travel required
Regular travel between locations where IOM is responding in Somali and Oromia regions.
