This anticipated project will be for one year. The position is contingent upon receipt of funding for the project.

Project Background

This investment will be implemented by Project HOPE to support the Federal Ministry of Health's (FMOH) effort to eradicate polio by rapidly expanding IPV/bOPV coverage within IDP camps and surrounding communities in Oromia, Amhara, Somalia, and Afar regions. The project's goal is to achieve 90% coverage of the bivalent oral polio vaccine (bOPV) and inactivated polio vaccine (IPV) and promote polio-free communities. Project HOPE will work with the government to perform regular, high-quality polio SIAs using revised woreda (district) level micro plans and a campaign-style mobile IPV/bOPV and other antigens using vaccine administration modalities that are context-specific. The activities will be monitored on a regular basis utilizing digital tools.

POSITION TITLE: Senior Immunization/Surveillance Advisor, on secondment basis

REPORTS TO: Senior Program Manager

DUTY STATION: Addis Ababa

MINIMUM HOURS OF WORK: 40 Hours per Week

Specific Responsibilities:

  • Support the government’s effort to expand the IPV/bOPV service delivery at the MOH/ EPHI
  • Coordinate and liaise the IPV/bOPV project activity in the IDP community with the government counterparts at MOH/ EPHI
  • Ensure the project activity is Harmonized with the government planning, implementation, and evaluation at the national and regional level.
  • Continuously update tracking to estimated/ actual number of IDP population at the national and regional level using multiple data sources PHEM data, DHID-2, and UN reports
  • Assess the current training need on IPV/bOPV in the context of IDP and facilitate /organize/ provide training in consultation with the Government counterparts.
  • Ensure the MOH/EPHI is well updated on the project activities in the four regions.
  • Provide technical assistance and formulate actionable recommendations from the learnings/evidences of IPV/bOVP implementation in IDP context to inform the decision-maker at the MOH / EPHI.
  • Represent PH at the EPI/ VPD surveillance national technical working group and task force and be updated on the polio eradication program.
  • Provide orientation/training/mentoring to support local partners or regional governments related to new updates on IPV/bOPV.
  • Work closely with different directorates / units of the FMoH and EPHI to ensure integration of the polio activity with the rest of the EPI and surveillance activity
  •  Write and provide technical review for evidence syntheses and technical briefs using evidence from the government initiative and project activities.
  • Prepare and submit activity reports to the senior program director on a regular basis
  • Perform other duties as assigned by the immediate supervisor and the Country representative 

Job Requirements

REQUIREMENTS

  • MD or MPH in Public Health or advance degree in other health science filed
  • Ten years of professional experience with 5 years of demonstrable experience on immunization and surveillance.
  • Demonstrated knowledge of routine immunization systems strengthening best practices; knowledge of IA2030, Gavi 5. 0 and familiarity with global and national immunization policies and strategies.
  • Knowledge of disease control initiatives (e.g., polio, measles, tetanus) and
  • Work experience with the government, donor and other implementing partners is relevant
  • Excellent interpersonal and team skills–demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
  • Excellent written and oral communication and computer skills.
