Job Title: Regional/Cluster Immunization Specialist

This anticipated project will be for one year. The position is contingent upon receipt of funding for the project.

Project Background

This investment will be implemented by Project HOPE to support the Federal Ministry of Health's (FMOH) effort to eradicate polio by rapidly expanding IPV/bOPV coverage within IDP camps and surrounding communities in Oromia, Amhara, Somalia, and Afar regions. The project's goal is to achieve 90% coverage of the bivalent oral polio vaccine (bOPV) and inactivated polio vaccine (IPV) and promote polio-free communities. Project HOPE will work with the government to perform regular, high-quality polio SIAs using revised woreda (district) level micro plans and a campaign-style mobile IPV/bOPV and other antigens using vaccine administration modalities that are context-specific. The activities will be monitored on a regular basis utilizing digital tools.

POSITION TITLE: Regional/Cluster Immunization Specialist (Oromia, Amhara, Somali and Afar)

REPORTS TO: Senior Program Manager

DUTY STATION: Regional/ cluster level

MINIMUM HOURS OF WORK: 40 Hours per Week

Specific Responsibilities:

  • Lead the establishment of mobile teams within the target regions that provide campaign-style mobile vaccination of IPV/bOPV and other antigens for the IDP population and Surrounding communities using updated woreda (district) level micro plans.
  • Provide technical leadership and oversight for planning and implementation of IPV/bOPV and other immunization services for IDPs/ surrounding communities in the region
  • Work closely with the regional/ zonal/ woreda EPI/ VPD Surveillance and Response team/ focal person to develop and implement strategies to strengthen improved IPV/bOPV and other immunization outcomes.
  • In collaboration with regional/ zonal/ woreda health office lead the organization of advocacy workshops at different levels to increase IPV/bOPV and other vaccine uptakes among IDPs/ surrounding communities.
  • Support the tracking mechanism for the EPI commodity/ vaccine supply chain system at health facilities and advocate for and liaise with regional EPSA Hubs to ensure the availability of additional vaccines
  • Participate in meetings, consultations, technical working groups, and negotiations related to polio and other immunization technical assistance within the region
  • Prepare monthly and quarterly reports, briefers, or other documents to summarize progress in IPV/bOPV immunization; conduct regular data review and trend analysis.
  • Prepare technical presentations to be shared with the Regional/Zonal/Woreda health offices, Project HOPE, the donor and the wider stakeholder community in different platforms as appropriate.
  • Monitor and analyze equity trends and issues related to IPV/bOPV and other immunization activities among IDPs and apply these analyses to the regional level programs.
  • Oversee and facilitate the gathering and analysis of immunization data (pre- and post-intervention and routine program) for reporting and improving program design and monitoring.
  • Work closely with the PH country team working on zero dose immunization evaluation
  • Support the implementation of regional EPI strategies to improve routine immunization, polio and VPDs control and contribute to regional/ national Polio eradication efforts and reach the global goals of IA2030 and Gavi 5.0.
  • Work closely with Regional M&E Officer and Surveillance Officers with guidance from the senior program manager and Senior Immunization/Surveillance Advisor seconded to (FMoH/EPHI)
  • Supervise and mentor the regional/ cluster M&E Officer and Regional/Cluster social mobilization officer within the region.   
  • With the support of the senior program manager, develop detailed activity/budget plan and activity tracking matrix and lead the implementation, coordination and oversight of the project activities within the region.
  • Ensure the OPV/bOPV activities in the IDP camps are well monitored and tracked using the CommCare digital platform
  • Perform other duties as assigned by the immediate supervisor 

Job Requirements

REQUIREMENTS

  • Master’s degree in public health or related fields with a minimum of 5 years of professional experience of which 3 years on immunization and surveillance programs.
  • Knowledge of disease control initiatives (e.g., polio, measles, tetanus).
  • Demonstrated experience in organizing, leading, and monitoring successful immunization campaigns
  • Ability to work with regional/ local government and regional EPI implementing partners in the formulation strategic implementation / monitoring of EPI / polio activities within the region
  • Excellent interpersonal and team skills–demonstrated ability to interact professionally with local language and understand the local culture 
  • Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality.
  • Excellent written and oral communication and computer skills.
  • Willingness to travel to the local IPD camp  in most of the time of the time
