This anticipated project will be for one year. The position is contingent upon receipt of funding for the project.

Project Background

This investment will be implemented by Project HOPE to support the Federal Ministry of Health's (FMOH) effort to eradicate polio by rapidly expanding IPV/bOPV coverage within IDP camps and surrounding communities in Oromia, Amhara, Somalia, and Afar regions. The project's goal is to achieve 90% coverage of the bivalent oral polio vaccine (bOPV) and inactivated polio vaccine (IPV) and promote polio-free communities. Project HOPE will work with the government to perform regular, high-quality polio SIAs using revised woreda (district) level micro plans and a campaign-style mobile IPV/bOPV and other antigens using vaccine administration modalities that are context-specific. The activities will be monitored on a regular basis utilizing digital tools.

POSITION TITLE: Social Mobilization Officer (Oromia, Amhara, Somali and Afar)

REPORTS TO: Regional/Cluster Immunization Specialist

DUTY STATION: Regional/cluster level station

MINIMUM HOURS OF WORK: 40 Hours per Week

Specific Responsibilities:

  • Maintain, strengthen, and promote a firm commitment to community-based development planning, implementation and monitoring throughout the IPV/bOPV campaign activity at the local IDP camp and surround communities in the regions.
  • Work closely with the local woreda administration, woreda health office / catchment health center and health extension workers and community leaders in planning and implementation of the polio SIA campaign in IDP and surrounding communities.
  • Mobilize the community and create demand for the polio and measles vaccine uptake in the IDP and surrounding communities
  • Consult with the local community structures and support the local community group and community volunteers to be active facilitators of the polio SIA campaign and monitor the community action plan.
  • Organize/facilitate and conduct necessary trainings for community groups and volunteers on IPV/bOPV in collaboration with field / cluster level MERL officer / regional / cluster EPI specialist.
  • In consultation with the local government bodies, identify appropriate local outreach sites to provide IPV/bOVP services in the IDP camp and surrounding communities / target kebeles.
  • Develop, oversee, and track the progress of OPV/bOPV activity plan carried out in the IDP/and surrounding communities/ kebeles.
  • Work with catchment HC and HP to plan implement and monitories the IPV/bOPV activities in the IDP and surrounding community.
  • Develop a good working relationship with the local HCWs, HEWs, security, and other staffs from the other relevant sector working in the IDPs.
  • Establish a smooth and sustainable supervision and monitoring system to track the activities the IDP / surrounding community in collaboration with MERL officers and regional cluster level immunization specialist.
  • Work and collaborate with all relevant local Government offices, administration, community-based institutions/associations, and communities and promote participatory planning and implementation in relation to planned activities.
  • Keep appropriate records of all activities implemented in the IDP and surrounding community and provide weekly, monthly, quarterly, and annual reports to the regional /cluster EPI specialist or coordinator.
  • Develop strong relationships with HEWs, functional committees, government HDAs, Kebele manager, Kebele chairperson, cabinet members and relevant public and private institutions.
  • Assist in facilitating data collection using ODK/ CommCare by the regional/ cluster ME officer and use data to inform decision and next activity in the IDP camp and surrounding community.
  • Ensure gender sensitivity and gender responsiveness in all the activities while planning, implementation and monitoring of the activities including the availability of gender disaggregated data.
  • Work closely with the regional or cluster M&E officer / and EPI coordinator.
  • Ensure reporting of any rumors / suspected polio or other VPD  like measle to the next level as per the existing surveillance system.
  • Prepare and submit activity reports to the regional/ cluster EPI coordinator on a regular basis.
  • Perform any other additional duties as required by the supervisor.

Job Requirements

REQUIREMENTS

  • Minimum BSc/BA degree in health and other equivalent in development Studies, Social science with minimum of 3 years of relevant work experiences in social mobilization/ community mobilization
  • Good knowledge/ experience in social behavioral communication related with EPI
  • Good communication, facilitation, and negotiation skills.
  • Experience of working with the local government structure/ community structure and willing to live / stay within the community during campaigns.
  • Ability to speak, read and write the local language is a must.
