Job Description

In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.

The position holder will be responsible to support the implementation and realization of the PIE’s strategy by developing and leading the PA monitoring, evaluation, accountability, research and learning strategy, responding to contextual challenges while ensuring alignment with PIE and regional strategies and global M&E framework, policy and strategy.

This would be demonstrated in undertaking responsibilities which include managing and leading PA level MEAL team and provide capacity building training for staff and partners, review researches/studies and evaluations terms of references and facilitate monthly program review meeting and workshops, prepare quality and condensed quarterly and annual reports of the PA, and represent MEAL in any M&E related workshops, Networks, forums and advocate for program quality in both development and humanitarian programs.

Accountabilities and MAIN WORK ACTIVITIES

Program design, implementation, and reporting

  • Work with the team to refine the integrated Monitoring and Evaluation Plan and Tools for measurement against the project indicators and targets and identifying lessons learnt
  • Work with the project team to ensure consistency of the monitoring and evaluation system and tools with donor monitoring and evaluation requirements
  • Build capacity of project staff in the use and content of the Monitoring and Evaluation tools.
  • Conduct M&E activities such as Focus Group Discussions, Key Informant Interviews, Health facilities observations, community dialogues, household surveys, amongst other approaches.
  • Coordinate with the project team and program area managers in operationalizing the M&E plans and frameworks including data/information collection, analysis, and quality control.
  • Provide monthly M&E report to technical team, including data tables from across the programme detailing M&E activities conducted and the results
  • Track project data such as numbers of beneficiaries, through ongoing data tables shared with technical team on a monthly basis
  • Provide quarterly reports against the project log frame with evidence to show progress or otherwise against indicators
  • Provide advice and guidance to the senior technical team on midline survey, project monitoring, impact measurement and post project evaluation.
  • Assist in the development and revision of annual work plan and strategies for the project.
  • Conduct data quality assessments to determine the validity, reliability, and integrity of performance data gathered.

Policy engagement and networking

  • Provide technical inputs for the development of networks and clusters to promote effective program designing and quality implementation.
  • Participate and contribute for collaborative and positive partnerships and alliances, and to influence policy that maximizes the impact of the country program.
  • Support the efforts to establish linkage and good relationships with relevant government authorities, NGOs, academic and research institutions and the media to draw information and knowledge for program quality and effectiveness.
  • Follow up and makes proper documentation of regional government policies, strategies and plans with respect to all projects in the project.

Partnership development and strengthening

  • Assess capacities of implementing partners on MER system in general and as per NOs requirements in particular and accordingly design necessary capacity strengthening mechanism.
  • Contribute for the development of partnership principles and implementation to ensure program effectiveness and quality delivery.

Job Requirements

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ experience essential:

  • Education at Bachelor’s Degree level or equivalent in Social science, Development studies, Statistics and Economics
  • 5 years of monitoring & evaluation position experience and at least 2 years of Monitoring & Evaluation experience with NGOs.
  • Practical knowledge of monitoring and evaluation methodologies, including log frames, result chains, theories of change, and assessment/evaluations.
  • Experience in staff/team management, coaching, mentoring, capacity building, and performance review and appraisal is the plus.
  • Knowledge of strategic planning processes

Qualifications/ experience desirable:

  • Demonstrated experience of operational and programming processes, systems and principles, and the ability to provide leadership and support to staff working at ERA & community levels.
  • Sound understanding of integrated development issues and critical analysis of child poverty
  • Experience in both development and humanitarian contexts.
  • Experience in child protection M & E system

Languages required

  • Fluency in English language is essential, Fluency in Local Language (Amharic) is a desirable

TECHNICAL COMPETENCIES

Research: Conducting and managing original investigations undertaken to gain knowledge and understand about issues critical to Plan International, from conceptualization to use including specific ethics processes.

Statistics/quantitative methods: Design, planning, collection, analysis and use of numerical information that can be transformed into statistics for analysis of trends, frequencies and correlation, to test objective hypothesis.

Qualitative methods: Design, planning, collection, analysis and use of non-numerical data (transcripts, reports, stories, discussions, pictures, recordings etc.) to explore meanings, perceptions, opinions and perspectives from individuals or groups, to uncover the deeper meaning and significance of human behavior and experience, including contradictory beliefs, behaviors and emotions.

M&E in humanitarian response: Applying MERL processes and concepts to conflict affected context, protracted and rapid emergencies and IDPs.
