Program background:

Project HOPE Ethiopia has been responding to various emergencies in Ethiopia including the COVID_19 pandemic and the Northern Ethiopia Conflict and their impacts. We support the delivery of critical life-saving services to IDPs and conflict affected population. The core interventions of the humanitarian response activities include integrated Health and nutrition interventions which focus mainly on immunization, communicable disease surveillance, MNCH, emergency nutrition and response, Mental health and PSS, COVID-19 prevention and control, community engagement and WASH to benefit both the IDP and the host communities 

POSITION TITLE: Health Officer- Mobile Health and Nutrition Team Humanitarian Response

REPORTS TO:  MHNT Team Leader

DUTY STATION: Various-Amhara (North Wollo and Waghimra) and Afar (Erebti)

These are contract positions that have flexibility in locations of deployment based on changing needs and security situation

MINIMUM HOURS OF WORK:  48 Hours per Week

SUPERVISEES: None

DURATION OF CONTRACT: Six months contract with possibility of extension 

JOB SUMMARY:

Emergency Health officer is responsible for and delivery of the mobile health and Nutrition services to IDPs and host communities in the assigned Woreda ensuring technical quality. She/he will mainly be responsible for the day-to-day implementation of clinical emergency health services to adults and children, including screening and treatment services, conduct of outreach EPI, health education and disease surveillance activities as per the guideline of Amhara RHB and WHO mobile health and Nutrition teams. In addition, the position holder is also expected to provide supervision, technical assistance and capacity building to health extension workers and Health workers in health facilities.

She/he will be responsible for the daily implementation of mobile health and Nutrition services package as per the standard, supporting health facilities assigned as integrated mobile health & Nutrition modality and daily dispensary and drug supply management. He will also be responsible for day-to-day documentation of people provided with health education, vaccinated children, adults and children served in OPD and IPD and all provided services accordingly and compile weekly and monthly reports and share with MHNT team leader and Woreda health offices.

SPECIFIC RESPONSIBILITIES 

Specific responsibilities of the MHNT Health Officer include but are not limited to:

Technical

  • Plan and implement health and nutrition services in the outpatient and inpatient setting as outlined in the protocol and guidelines for MHNT, ICMNCI, SAM management to achieve objectives of the project.
  • Provide basic preventive health care services at community level with emphasis health, immunization, integrated health and nutrition services
  • Facilitate and conduct as required screening, assessment, diagnosis and management of patients including admission into OTP and SC, care for chronic communicable and non-communicable diseases.
  • Ensure ethical conduct and patient safety at all times, including use of PPEs
  • Strengthening of linkages and coordination mechanisms between community and the Woreda health bureaus
  • Strengthening of early referrals mechanism.
  • Train and support the HEWs on prevention and response of major diseases under surveillance and in severe acute malnutrition case management and follow-up (e.g., referral to SC) according to national guidelines.
  • Train and support community-based volunteer health workers for the implementation of the community component of the project.
  • Ensure at all times the MHNT team and HFs are adequately equipped and supplied with the essential drugs and medical equipment for provision of treatment services
  • Conduct planning and promotion of awareness creation on nutrition and preventative health care issues in the community.

Monitoring & Evaluation

  • Recording of patient data, data collection and management including maintenance of HMIS data.
  • Submit weekly, monthly and quarterly report to team leader
  • Prepare weekly and monthly indicators report for the assigned service areas.

OTHER FUNCTIONS

Job Requirements

QUALIFICATIONS, EXPEREINCE AND COMPTENCIES:

EDUCATION/TRAINING፡

  • BSc Degree in public health/ Health Officer or BSc nursing. MPH is helpful.
  • ​Minimum of 5 years work experience for BSc holders and 1 years of experience for post plus graduate in health programs both at clinical and community-based programs, working in lifesaving primary health care services. Have an experience of community engagement and health facility support activities.
  • Training on IMNCI, ICCM/CBNC, SAM and IMAI or other clinical services
  • PHEM and other disease surveillance related trainings
  • NGO and humanitarian experience is an advantage.

TECHNICAL SKILLS:

  • Ability to work under pressure, long work hours and high workload.
  • ​Excellent communication skills- verbal and written skills. Communication in Amharic and English are a must.
  • Self-motivated, transparent, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Experience in training of staff in health programming.
  • Excellent interpersonal communication.
