About the Country Program in Ethiopia
- Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Euro paid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.
Summary of Position
- Under the supervision of the Safeguarding Manager, the Senior Roving Safeguarding Officer will be responsible for supporting the implementation of the Action Against Hunger Safeguarding policies and standards. The Senior Safeguarding Officer will be responsible for contextualizing safeguarding policy materials, facilitate training for staff, representatives and program participants as part of our SEA prevention and mitigation strategy.
Essential job duties
Preventing safeguarding incidents through sensitizations, trainings and continues disseminations of good practices
- Contextualized child safeguarding and PSEA policies, local reporting procedure, guideline, training manuals, publication and related tools with the country local context for staff program participants and partners.
- Organize and facilitate safeguarding awareness training sessions for staff, program participants, volunteers and other representatives.
- Promote the participation of affected populations so that they are aware of Action Against Hunger Safeguarding polices and Code of Conduct, and of their right to protection including how they would raise a concern about Child abuse and SEA caused by the organization.
- Participate in the kick off meetings, project annual review meetings, national management meetings and take every opportunity to promote the child safeguarding and PSEA agenda.
- Participate in new partners’ capacity assessments, review and evaluate partners’ support documents, analyze partners risk assessment results and support on identified gaps.
- Ensure children participation in events, media and communication technology do not put children at risk and appropriate procedure is followed by respective departments
- Conduct focus group discussion with children and adult program participant representatives on safe programing and reporting.
- Ensure all programs and operations of the organizations are periodically assessed for safeguarding risk and identified risks are managed appropriately in collaboration with safeguarding focal persons at field level.
- Ensure the capacity of safeguarding focal persons are strengthened on facilitating safeguarding trainings for program participants, conducting safeguarding risk assessment as well as receiving and further reporting safeguarding concerns.
- Follow up on volunteer recruitment process of projects and ensure proper documentation are kept in data base/record in collaboration with HR.
Ensure effective systems for reporting and responding to Safeguarding violations through a survivor-centered approach aligned with Action Against Hunger approved SOPs, national legal framework and global guidance.
- Ensure internal and external reporting systems are in place for reporting safeguarding incidents
- Coordinate with MEAL staff at field level to make sure safeguarding concern reporting mechanisms are integrated with community-level complaints mechanisms to facilitate reporting of safeguarding concerns by beneficiaries.
- Receive reports of child safeguarding violations and SEA in accordance with the organization’s procedures and providing referral or next step advice.
- Initiate the case management of reported safeguarding incidences and be point of contact with the survivor until the case is referred for further support.
- Coordinate with Protection, Gender and MHPSS department for internal or external referral of survivors for support.
- Coordinate field investigations of safeguarding incidents in coordination and collaboration with the safeguarding manager, Regional HR Focal Point, the Head of the HR Department and the SMT.
- Compile regular reports on the implementation of safeguarding measures.
Coordination and representation
- At the direction of the Safeguarding Manager - represent Action Against Hunger in the Safeguarding and PSEA Working Groups in-country and coordinate information sharing with the relevant UN systems and platforms.
- Take additional assignments within the broader scope of this JD and in discussion with the supervisor.

Physical Demands
- While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment

Job Requirements
Required Qualifications and Professional Experience
- BA Degree in social work, human resources, psychology or related field, or other relevant degree from a recognized institution
- At least 2 years experience in HR management or general protection or GBV/ Child Protection, related programs
- Experience in safeguarding with an international organization in a humanitarian and/or development setting will be preferable.
Required Skills & Competencies
- Experience in protection from abuse and exploitation, and sexual harassment in development and humanitarian contexts and knowledge of international protection frameworks and safeguarding mechanisms
- Capable of applying skills and knowledge in a range of capacities, including implementation, advisory functions, training and the transfer of technical knowledge to others
- Experience in conducting training, orientation and refresher sessions with diverse teams
- Experience in providing technical assistance across a variety of departments
- Excellent spoken and technical writing ability in English, including report writing
- Local languages additional to Amharic will be positively considered
- Proven track record in working with teams, excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a team setting.
