 About the Position

The Programme Support Officer will assist the Programme Team in the management of Programme including programme activities, logistics, procurement and finance. S/he will be responsible to provide support to the Programme and Grants Management Team by undertaking technical and practical tasks to ensure the smooth, safe, and efficient operation of the programme implementation, in accordance with the organization's standard policies, internal procedures and adherence to donor’s guidelines.

This includes supporting the Programme operations through drafting and submitting government proposal and budgets, facilitating procurement and logistic activities, supporting the Programme Team on the financial monitoring of the projects and dealing with Field Team for any major tasks which require administrative support. The position holder will provide administrative support for senior management team including documentation and facilitation of key financial and logistics documents.

 Key Areas of Accountability/Duties

The Programme Support Officer shall work closely with the Programme Team and Grants Management Team to facilitate and support the program management and development.

Key Duties:

Administrative and Generic Program Management

  • Support the Program Team and Grants Management Team on the development of government agreements and budgets, and submitting them to the relevant government authorities
  • Assist programme Team and Deputy Grants Manager in preparing and submitting NCE (No Cost Extension) / CE (Cost Extension) documents and letters to be submitted to government authorities
  • Work closely with logistic, procurement and finance units to ensure the program planning process is smoothen and achieved in timely manner
  • Support the Programme Team on the Grants Monitoring Tool (GMT) forecasting process
  • Assist the Programme team to ensure that the appropriate monitoring and evaluation for all interventions are in place and individuals are actively collecting information in line with donor requirements and monitor in and out stock movements and understand ahead about the stock dynamics and regular update to the sectoral team.
  • Follow up with programme Team on any action points raised during the Grants Management Meetings Assist Deputy Grants Manager and Field Team on government reports preparation and submission at field level 
  • Assist the Program team in the preparation of procurement plan and raising Procurement Requests
  • Regularly liaise with Field team to provide support in relation to logistics and procurement activities
  • Maintain government agreement files and records as deemed necessary and timely share the documents with Compliance
  • Assist Deputy Grants Manager on updating the donor reporting schedule and filing process
  • Liaise on a regular basis with Programme Team on the projects implementation underway and plans scheduled.
  • Assist Grants Manager and Senior Management Team of GOAL Ethiopia in any assigned tasks

Mainstreaming Issues

  • The Programme Support Officer is responsible to:
  • Read, understand and implement GOAL Ethiopia’s policies on mainstreaming issues of Gender, Child Protection and HIV/AIDS
  • Work with the relevant focal persons to make sure that gender, Child Protection and HIV/AIDS are mainstreamed or considered when preparing concept notes and proposals
  • Act as a role model and provide feedback to encourage others in supporting employment equity and diversity principles, and the accommodation of differences in the workplace; model the flexibility required for working in a diverse environment
  • Keep him/herself updated on the country’s situation with regarding trends of mainstreaming issues and the humanitarian context

Compliance Issues

  • Familiarize self to GOAL Donor Compliance issues and implement accordingly in area of responsibility
  • Make sure that government reports and agreements are completed according to the donor compliance schedule and donor requirements.

  • BA Degree or Diploma in Financial Management, Business Administration, Accounting or related field with 2 years of relevant experience for BA holder and 4 years’ experience for Diploma holders in NGO environment.
  • Previous experience in the same role and within Programme Department is an advantage
  • Having familiarity and experience with both humanitarian and development response programs and flexibility to respond to an evolving emergency situation is an asset.
  • Budgetary control and financial management skills.
  • Experience in procurement and related logistics management skills.
  • Computer literate; very good communication skills, both spoken and written.
  • Extensive knowledge of USAID/OFDA, ECHO, UNOCHA, EU, etc. rules and regulations.
  • Capacity to liaise with donors, partners and government authorities, experience in cross-cultural situations, especially working with government officials.
  • Initiative and able to achieve results.
  • Good command of the English Language; knowledge of at least other 2 locale languages is an asset
  • Attention to details.
  • Sensitive to crosscutting issues like child protection, HIV/AIDS and Gender
  • Experience in Monitoring and Evaluation processes for humanitarian/livelihood programs
  • Must read, understand and implement GOAL Ethiopia’s gender/child protection policies. S/he is expected to be gender sensitive and commit towards implementing approaches supporting gender focused concepts and child protection
  • Knowledge of Microsoft Office software packages and experience using data analysis tools
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relationships with staff members, government officials, and other organizations and stakeholders
  • Experience with capacity building and in designing and facilitating trainings and workshops for diverse audience
  • Experience in living and working within cross-cultural and remote environments
  • Ability to work well under high pressure and to take on increasing responsibilities
  • Independent thinking and proactive management style
