JRS-ETHIOPIA-VACANCY ANNOUNCEMENT (INTERNAL & EXTERNAL ) 

Background:

The Jesuit Refugee Service (JRS) is an international Catholic organization with a mission to accompany, serve and advocate on behalf of refugees and other forcibly displaced people. It was founded by the Society of Jesus on 14th November 1980 in Rome, Italy. Currently, JRS operates over 56 countries worldwide. JRS has been working in Ethiopia since 1982. Currently JRS Ethiopia operates in Addis Ababa, Somali region (Melkadida, Kobe and Bokolomayo refugee camps) and Tigray (Mai-Aini and Adi-Harush refugee camps). JRS Ethiopia’s main areas of interventions are education, livelihoods, child protection, psychosocial support, emergency assistance, and reconciliation and social cohesion.

JRS Ethiopia wants to hire capable Child Protection Case Management Supervisor to base in Addis Ababa.

Reports to: Child Protection Program Coordinator

Required No. of Staff: One (1)

Starting date: Immediately

Term of Employment: Eight (8) months and possibility of extension based on availability of funding and performance

Gross Salary Scale: ETB 20,722 to 26,096 per month

Level: VII

Summary Description of the Post:

The Chid Protection Case Management Supervisor will be responsible for coordinating and supporting all case management related activities. The post holder will have a managerial position and supervise the JRS CP case management team and ensures Jesuit Refugee Services (JRS) case management services to vulnerable children meets the Inter-Agency Guidelines for Case Management and the Minimum Standards for Child Protection in Humanitarian Actions. The CP Case Management Supervisor will focus on the scaling-up of quality Child Protection Case Management services through provision of technical Child Protection and capacity building support to JRS Child Protection Case Management team and the Refugee Outreach Volunteers (ROVs).

Main Duties & Responsibilities

  • Provide technical and management leadership to Case Workers in the provision of a comprehensive Child Protection case management service for vulnerable children including Unaccompanied and Separated Children (UASC) and Other Vulnerable Children (OVCs).
  • Ensure the case management team works closely with the community-based child protection mechanisms to identify and refer vulnerable children and families for case management service. 
  • Ensure child-friendly procedures are embedded throughout the Child Protection case management process.
  • Ensure that identified and referred cases are followed up in an agreed time frame and manage the Child Protection referral tracking-sheet.
  • Provide briefings on child safeguarding and appropriate behavior with children to all case management staff, volunteers & refugee Incentive workers. Ensure any concerns are reported and addressed immediately.
  • Ensure the implementation of the Addis Ababa Child Protection SOPs, including the utilization of the Child Protection Tools developed by the National CP/SGBV Sub-Working Group Members (e.g. Addis Ababa CP Referral Pathway, Chid Protection Vulnerability Criteria, etc)
  • Adminster cash assistance program for foster families as well as emergency individual protection Assistance(EIPA)
  • Assess needs and vulnerabilities of potential beneficiaries of cash support program based on eligibility criteria for assistance (Cash assistance for foster families and individual protection assistance (IPA)
  • Regularly analize the needs of the urban refugee children and youth and suggest new initiatives to the CP Program Coordinator and/or Country Program team
  • Keep track of number of children at risk identified, referrals undertaken and cases closed through case management data base
  • Ensure case management tools are in place and updated if needed.
  • Coordinate and ensure regular CP case review meetings and/or conferences are conducted to reflect on progress and to accommodate the lessons learned and improve case management system provided by JRS.
  • Act as a reviewing officer of best inetrset determination (BID) prepared by case workers prior to submitting them to the bid panel
  • Represent JRS in BID Panel meetings to discuss and make decisions on recommendations of BID Reports.
  • Develop/contextualize Child Protection case management and reporting tools and guidelines based on the child protection issues in the urban context; review, analyze and report on the trends of the Child Protection situations/risks from the case management to inform Child Protection programming.
  • Oversee the CP & Youth Refugee Outreach Volunteers Programme and ensure the implementation of the programme is in line with the established standards.
  • Design and provide Child Protection training (e.g CP Case Management, Provision of CP Psychosocial Support, Best Interests Procedures (BIA/BID), Communication with Children, etc) for JRS staff, and other Child Protection stakeholders with the objective of increasing the quality of Child Protection services for children.  
  • Train and mentor JRS case workers in case management including undertaking Best Interest Assessments (BIA) and Best Interest Determinations (BID); review BIA/BIDs completed by Case Workers and ensure the case management team produces high quality BIA/BIDs.
  • Provide capacity building trainings including on-job training, guidance and case management support to case management team, Social workers, Counselors/child psychologist & Refugee Outreach Volunteers (ROVs). 
  • Participate and represent JRS in the monthly CP/SGBV SWG meeting and other coordination forums when necessary.
  • Ensure mainstreaming of child protection across other sectors including SGBV, Education, Health, Nutrition, and Livelihoods to ensure children at risk are identified and benefit from multi-sector prevention and response services.
  • In collaboration with CP Program Coordinator manage the quality of delivery of activities by Project staff for impact by holding regular meeting and providing feedback and suggestions to the project;
  • In collaboration with CP Program Coordinator oversee and manage CP satellite offices located in different parts of Addis Ababa
  • In collaboration with other project staff prepare various communication materials on refugee children protection topics, SGBV affecting UASC etc
  • In collaboration with CP program coordinator maintain partnership and collaboration with partners (including government local offices);

Data and Information management

  • Manage the child protection information database; and ensure contextualized/feasible Child Protection Information Management System is set-up, efficiently and confidentially managed, regularly updated and analyzed for trends in the caseload.
  • Ensure data and case files are stored safely and confidentially
  • Manage and share data on individual cases regularly with CP Program coordinator for all progress update to the respective bodies accordingly
  • Ensure that solid case management, referral and information management systems are in place/strengthened for appropriate identification, responses and follow-up for unaccompanied and separated children and other vulnerable children.

Staff management and Supervision

  • Directly supervises JRS Child Protection Case Management team
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Conduct the performance appraisal of the CP Case Workers jointly with the CP Program Coordinator
  • Ensure timely completion and submission of regular Case Management team reporting and annual performance reviews, as appropriate
  • Assist with the recruitment of staff into the Child Protection Case Management team.
  • Ensure training, support and ongoing capacity building opportunities for Child Protection Case Workers.
  • Ensure that all JRS policies as well as international Minimum Standards for Child Protection, Case Management, and working Guidelines are upheld.

Financial Management

  • In consultation with the CP Program coordinator ensure all payment (Foster care cash assistance and emergency individuals cash assistance, ROV’s monthly compensation payment) are allocated and utilized properly in accordance with annual approved Project budget;
  • In consultation with CP Program Coordinator sEnsure the proper utilization of project budget allocated case manage and activities on time;
  • Submit quarterly budget plan for case management related activities to CP Program Coordinator;

Program Planning, Report Writing , Monitoring and Evaluation

  • In collaboration with CP Program Coordinator prepare project proposal, annual project plan of CP project as per JRS and donors template.
  • Prepare operational workplan of CP case team and assist CP Program Coordinator in preparing annual project operational plan  
  • In collaboration with prepare different periodical reports (Monthly, quarterly, bi-annual and annual ) submitted to JRS Country office and regional office, government coordination agenices and other stakeholders
  • Partcipate in JRS periodical needs assessment exercise and other assessment initiated by donor and other stakeholders
  • In collaboration with CP Program Coordinator and Country Program Team initiate and coordinate the internal periodical project review and evaluation exercises.
  • Produce article,case stories and testimonies in collaboration with the Project team

Job Requirements

Minimum Job Requirements, Qualification and Experience:

Education:

  • BA or MA degree in social science fields such as Social Work, Psychology, Sociology ; Law, Human Right, Humanitarian and Refugee Studies, Childhood Development Studies and other related fields. 

Proven Professional Experience:

  • At least 6 years of proven experiences for BA degree degree applicants and 4 years experience for MA degree applicants.   

Additional Requirements and Skills 

  • Strong analytical and writing skills
  • Ability to write clear and well-argued reports;
  • Proven experience in CP case management and providing counselling and psychosocial support for refugee children and youth
  • Experience with service delimulticultural and diverse groups
  • Knowledge of project cycle management and sphere standards;
  • Strong communication and presentation skills
  • Good communication skills in English required
  • High degree of proficiency in the use of MS Office (Excel, Access, PowerPoint, and Word
  • Self-motivated, highly organized team player and collaborative spirit
