Ethiopian Human Rights Commission (EHRC) is looking for qualified candidates to fill the Senior Program Officer-Program Development & Resource Mobilization position. 

Purpose of the Job

  • To take a lead in the identification of needs and resources and development of concept notes and proposal development process by working with relevant thematic sectors.

Main Duties and Responsibilities

  • Contribute to the proposal and concept note development process by identifying and clarifying opportunities and needs, studying calls for proposals (CFP’s), share information with responsible departments;
  • Closely work with monitoring and evaluation teams in lesson learning, best practices and project recommendations so at to feed into new project design process;
  • Closely work with thematic departments and other functions in the project design process;
  • Ensure and flag proposal deadline by establishing priorities and target dates for information gathering, writing review, and approval, entering and monitoring tracking data, coordinating requirements with contributes;
  • Contribute to the analysis of donor priorities and maintaining up-to-date donor knowledge and account/donor intelligence process;
  • Responsible for proper documentation of relevant communication, proposal and Approvals;
  • Support preparation of internal and external reports and other documents, as required;
  • Collaborate with experts while working on programs across thematic areas and directorates to identify priorities and resource mobilization needs according to Commission’s strategy and annual plans;
  • Participate in evaluation of opportunities to check the relevance of projects, avoid duplications among different directorates and identify implementation and reporting challenges;
  • Maintain updated tracking system to evaluate resource solicitation and usage in EHRC in relation to the programs;
  • Participate in the coordination of the different functions of EHRC to integrate and support each other to optimize project and program costs;
  • Support MOU negotiations and other agreements, as needed, that clearly define roles, responsibilities and expectations;
  • Develop MoUs and Partnership agreements as per approved concept note /project proposals;
  • Establish network and good communication with donors;
  • Perform other related duties as assigned by executives.

LOCATION: Head Office /Addis Ababa

REPORT TO: Director, Partnership

DURATION: Open/Indefinite

SALARY RANGE: Gross monthly salary of ETB 22,014.00- ETB 26,219.00 plus ETB 6,000.00 Housing allowance and ETB 1,500.00 Transport allowance, depending on candidate’s qualification, experience and earning history

Job Requirements

Qualifications and Experience

  • MA in Program Management, LL.M in Human Rights, LLM in Law (Public Law relevant to Human Rights), Gender Studies and relevant Social Science;
  • Candidates with Bachelor of Laws (LL. B) but with exceptional experience can be considered;
  • 5 years of relevant experience with MA Experience in management of resources;
  • Computer Literate;
  • Knowledge of Amharic is required;
  • High proficiency in written and spoken English and Amharic
  • (Knowledge of other local languages would be an asset)
  • Practical experience in proposal and report writing;
  • Practical experience in coordination of project/program development process;
  • Knowledge and experience in human rights programming, human rights concepts, and instruments;
  • Experience in networking with stakeholders along with knowledge of key donor requirements.
