About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where Nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are: BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA and others.

I. Summary of position

  • Design, supervise and ensure implementation of WASH programs
  • Manage the program activities and supervise local contracted construction and consultancy companies

The Deputy WASH Program Manager role’s purpose, engagement and delivery is:

  • Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)

Objective 1: Implement project

  •  To (re)assess sites identified for intervention and conduct feasibility study for all selected sites, in collaboration with the water office
  •  To develop plan of action.
  •  Design the appropriate rehabilitation type and follow up the implementation, in collaboration with the district Water office
  •  To monitor activities (e.g. staff, quality of work, progress).
  •  To provide technical advice, manage and mentor the WASH team.
  •  To ensure the harmonization, and follow up of the databases, data analysis as well as activity indicators
  •  To follow up and management of the budget and supplies for the programs
  •  Define most suitable implementation strategy that takes into account social context of the area in order to avoid future indirect problems and avoid that ACF new activities create tensions.
  •  Design and adapt hygiene promotion activities to the local context
  •  Develop ACF understanding of sanitation and hygiene related issues
  •  Implement KAP surveys and analysis.
  •  Capitalization of the ACF presence and WaSH situation in the Amhara region
  •  Mapping of the water point implemented by ACF in for better planning

Objective 2: General situation analysis:

  •  To contribute to on-going surveillance of general situation in zone.
  •  To contribute to regular reporting on situation analysis.
  •  To complete assessments, when needed.
  •  To regularly monitor the Acute Watery Diarrhea prevalence in the target area
  • Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

Objective 3: Management and capacity building of WASH team:

  •  To recruit team members (in collaboration with HR)
  •  To follow up staff attendance (Per Diem, days off, annual leaves - in collaboration with HR)
  •  To regularly follow up staff performance (in collaboration with HR)
  •  To complete evaluations and yearly appraisal. (in collaboration with HR)
  •  To do internal training if and when needed (in collaboration with HR)

Objective 4: Coordination & representation:

  •  To regularly report to coordination team on project performance.
  •  To complete necessary reports.
  •  To represent ACF to other stakeholders when needed
  •  Attending WASH taskforce meeting.
  • Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

Objective 5: Reporting:

  •  Draft donor reports when required
  •  Draft donor concept paper and proposal when required
  •  Do Monthly report to WASH coordinator
  •  Report of any change in the context and to reorient the Strategy accordingly
  •  Draft assessment report prior to programme implementation
  •  Draft quarterly report for the authorities
  •  Capitalize the WASH information of the base.

V. Physical Demands

  •      While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VI. Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Job Requirements

  • BSc in Water Resource engineer, Hydraulic engineer with minimum five year of experience on the filed both in development and emergency situations. Extensive experience in human resources and financial management, and technical supervision of activities

I.  Required Skills & Competencies

  •  At least 3 years of experience in WASH related field in humanitarian context, Familiar with construction techniques, Familiar with hygiene promotion tools (PHAST, CHAST, CLTS...), Familiar with the Waghimra zone context, especially in term of WASH, Good analytical and initiative skills, in proposing strategy and project orientations, Good management and institutional skills
  • And Knowledge of national and international WaSH standards, good experience on construction supervision and contract administration, good experience on assessment tools and knowledge of different hygiene and sanitation promotion approaches and tools, water quality monitoring, report writing and team management, Good communication with staffs, Flexibility, with stand stress, Computer skills (Word, Excel) Auto Cad, GIS and GPS application.
