Job Description

Job Purpose

  • The Cash Transfer Officer position is responsible for carrying out all aspects of program delivery through cash based programming designed to respond to disaster affected communities with in short time. The Cash Officer spends most of his/her time in the field, identifying priority needs and target communities affected by natural and manmade crisis, conducting market assessment in the areas of needy community, conducting post distribution monitoring, establishing relationships with community, local government and leaders, overseeing field-level operations, such as the delivery of materials/inputs, registration of complaints and payment to beneficiaries.
  • Provide technical support, training, supportive supervision, and review meetings to the field based and woreda level concern and government staff moreover, Responsible proper planning and implementation in collaboration with zonal and woreda level government and Concern team for Resilience & Early Warning

Main Duties & Responsibilities

  • Play lead role for the planning and implementation of cash transfer programme activities, working closely with the wollo program team and head office Cash and Livelihood Technical advisor.
  • Keep well-informed on cash transfer situation in the country, new technological developments and finance service providers for cash deliveries
  • Responsible for the development of tools and templates that help the management and implementation of the operational aspects of cash transfer programmes in line with donor requirements and Concern cash transfer modality 
  • Maintain good network with partner organizations at Woreda levels working in Resilience and early warning system;
  • Under take assessment surveys (early warning, intervention impact, baseline data, case studies, etc.) in collaboration with the responsible stakeholders;
  • Prepare technical and supportive supervision plan based on the need assessment for staff and project stakeholders and report on time;
  • Apply technical knowledge and skills to implement and/or assist in community delivery of cash based programs;
  • Facilitate logistics processes and input such as procuring, storing and distributing cash or vouchers for the timely delivery 
  • Play lead role in the process of identifying beneficiary communities/targeting based on robust and participatory criteria and assist other staffs
  • Ensure the beneficiary feedback and response mechanism activities on cash programming are undertaken
  • Closely work with all Concern wollo team on how to integrate and align the cash programing with other activities and priorities
  • Fully comply with Concern’s safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation
  • Ensure linkages of relief and development activities in CWW Ethiopia through provision of contemporary valuable and practical thoughts around Resilience and early warning
  • Responsible in the collection of data, conduct of assessments (needs, market, risks and security) and provide input for proposal development for cash transfer project

Project Monitoring and Reporting

  • Monitor progress against grant work plan; promptly identifying any current or potential delays
  • Support producing Concern reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.
  • Assist monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for Concern M&E purposes.

Capacity Building 

  • Creates awareness of for communities, government partners and stakeholders to consider cash response as one modality at appropriate situation.
  • Capacitate the community staffs under the program on cash Transfer Programming
  • Support the staffs to meet the humanitarian principles during Cash Response program/facilitating the payment to the beneficiaries.

 Partnerships and Representation

  • Work collaboratively with Concern supply chain, finance and admin/HR staff to process Purchase Requests, and Payment Vouchers,
  • Represent the Concern on Cash coordination meetings at woreda and Zonal level
  • Identify and work very closely with Financial Service Providers (FSP).
  • Other duties as assigned by the supervisor, and ERR team to enable and develop Concern programs

Emergency response

Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

Gender Equity

  • Ensure all staff who report to this post have included gender equality objectives as part of their performance Development Review (PDR) are held accountable to this effect.
  • Ensure program/project staffs consistently use Concern’s Gender analysis tools.
  • Ensure program/project staffs at all level are clear about how to integrate gender equality in their respective programs and projects.
  • Ensure partners receive trainings on gender equality.
  • Ensure Concern’s Gender Equality policy and strategy has been communicated to partners.
  • Coordinate with GE coordinator in planning, allocating and implementing budget for gender equality activities in line with the Gender Equality strategy
  • Ensure projects are designed based on Concern’s Gender Equality criteria.
  • Ensure programs and projects, plans and reports are disaggregated by sex and age.
  • Ensure program and project reports include best practices on gender equality.
  • Ensure their respective programs/projects are integrated which can address gender issues in all phases of the project cycle.
  • Ensure Concern’s Gender Equality policy and strategy has been communicated to partners.
  • Ensure partners received trainings on gender equality.

 Accountability 

In line with Concern’s commitments under the Core Humanitarian Standard (CHS): 

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • Work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities. 

Job Requirements

Education & Qualifications Required:     

  • Qualification in fields such as Agri-Business Management, Economics, Marketing, Rural Development, Banking, Project Management or similar with relevant experience of the position demand.
  • Experience in the design and implementation of cash, market based programming and Livelihoods areas
  • Master’s degree with min three years of relevant experience.
  • Bachelor’s degree with minimum five years of relevant experience.
  • Minimum three years NGO Experience
  • Experience of cash transfers and other social safety net programmes is an advantage.
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to work under pressure well.
  • Fluency in English, Amharic required and also other local languages preferred 
  • Demonstrated flexibility and creativity in planning and problem solving.
  • Experience with the development, implementation & compliance of USAID (OFDA and FFP)/DFID and ECHO funded programs.
  • Experience working with local authorities, national and international NGOs.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Knowledge of Sphere standards and other training in humanitarian response preferred.

  • Good understanding of climate change adaptation and resilience approaches.
  • Experience of working on agriculture in differing regional contexts in Ethiopia.
  • Familiarity with principles of humanitarian action (international code of conduct and humanitarian charter).
