ROLE PURPOSE

In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.

The position holder will be responsible to support the implementation and realization of the PIE’s strategy by developing and leading the PA monitoring, evaluation, accountability, research and learning strategy, responding to contextual challenges while ensuring alignment with PIE and regional strategies and global M&E framework, policy and strategy.

This would be demonstrated in undertaking responsibilities which include managing and leading PA level MEAL team and provide capacity building training for staff and partners, review researches/studies and evaluations terms of references and facilitate monthly program review meeting and workshops, prepare quality and condensed quarterly and annual reports of the PA, and represent MEAL in any M&E related workshops, Networks, forums and advocate for program quality in both development and humanitarian programs.

Internal: The job holder has a close working relationship internally with the following departments and/or functions:

  • PA Level MEAL Team: Technical relationship to ensure program quality as far as BJHA/USADI project is concerned.
  • Child protection Thematic lead at the CO: Matrix reporting relationship
  • PA CPiE project managers: Programs/Projects quarterly internal & external reports quality control, Midterm and End term Monitoring and Evaluation
  • MEAL Specialist, Head of Disaster Preparedness, Response & Resilience, Local Partnership Management Specialist, Knowledge Management Specialist, and Innovation Specialist: Programs/Projects implementation quality information for decision making
  • Finance Department: Request budget and liquidate per diems and medical expenses
  • External: The job holder has a close working relationship externally with the following departments and/or functions:
  • Partners: Partnership assessment, meeting or workshops
  • Inter- Agency Accountability working group: Discussion on Core Humanitarian standards at PA level
  • Government line sectors: quarterly, midterm and end term reports of projects and evaluations

  • The position is typically 50% office environment with 50% travel in PIE’s Projects Locations/ Communities.

Accountabilities and MAIN WORK ACTIVITIES

Program design, monitoring and evaluation and management  

  • Provide leadership and oversight in the planning, implementation, monitoring and evaluation and Learning of all programme Quality functions at PA level; assess the outputs, outcomes and impact of programs/projects interventions and activities
  • Ensure the development of standard TORs and manage and evaluation partners
  • Support the Implementation of Program n
  • Provide guidance on Plan’s corporate system (APPR, CPPR and SAP business) to program area program staff
  • Develop MERL/MEAL guidelines and provide program quality assurance through operational monitoring and evaluation
  • Ensure mainstreaming of programme Quality in all other PA Programs/Projects,
  • Ensure appropriate and effective MEAL system is in place, consistent with established benchmarks, plans and organizational MERL frameworks, standards, program quality policy and in close cooperation with all program area coordinators
  • Roll-out of the Plan’s Program Policies (Program Guide, and Program Quality) and train plan staff at PA and partners on these policies, as appropriate
  • Ensure relevant MEAL trainings are provided to MEAL staff and all program staff respectively at PA level
  • Ensure equal and fair opportunities and representation of both sexes and persons with disabilities in the program.

People management and Integration:

  • Lead the harmonization and integration of the project staff and MEAL team at both CO and field levels to ensure a smooth working and enabling environment that engenders good team work, to create operational integration and high performance with special emphasis on BHA/USAID project in Amhara and Tigray.
  • Provide technical support to MEAL and other project staff level as well as in their individual development and performance management processes for BHA/USAID BHA projects in Tigray and Amhara. .
  • Work closely with the project staffs at field and CO levels and other humanitarian staff in the CO to improve the quality of monitoring and evaluation.
  • Ensure relevant capacity building trainings are provide to BHA/USAID project staff
  • Ensures smooth teamwork within the PA level MEAL team and Coordinators, and effective linkages with other PIE staff.

Develop quarterly, annual and assessment reports

  • Share reporting templates, compile and develop timely quarterly and annual reports of the BHA/USAID project as per the donor compliances and internal requirement.
  • Take the lead on the MEAL activities of the project at CO level and coordinate the field team to ensure quality and timely reporting.
  • Ensure quality needs, gender and other relevant assessment reports are produced, and shared to relevant bodies.
  • Support donor report writing, specially outcome reports, annual and quarter bases and other compliances.
  • Ensure Post Implementation Monitoring (PIM) and/or Post Distribution Monitoring (PDM) are conducted and documented properly for the BHA/USAID Project in the two regions.

Documentation and dissemination of lessons learned and good practices

  • Closely work with CPiE project staff and the Knowledge Management Specialist on the analysis, synthesis and dissemination of project level evaluation findings, including maintaining a database of evaluation findings and responses.
  • Closely work with and give feedback on BHA related project to Knowledge Management Specialist to ensure implementation of the Knowledge Management strategy.
  • Ensuring that relevant project documentation is well organized and best practices, lessons, success stories, case studies, etc. are well captured, synthesized, packaged, produced and shared to relevant stakeholders using different technologies and methods for the BHA/USAID CPiE project of Amhara and Afar.
  • Organize/facilitate regular project implementation and performance review sessions and learning events of the BHA project.
  • Define MEAL-related inputs required from partners and oversee the quality of deliverables specific to BHA/USAID project.

Representation, partnership, advocacy and coordination

  • Serve as principal representative to MEAL and programme quality related networks, platforms and workshops for the PA
  • Represent Plan International Ethiopia in Interagency Accountability working group or other M&E plat forms.
  • Establish smooth relationship across Plan International, partners and government stakeholders
  • Communicate effectively with Plan International staff and relevant government bodies as far as BHA project is concerned.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

Job Requirements

Qualifications/ experience essential:

  • Bachelor’s and/or master degree level or equivalent in Social science, Development studies, monitoring and evaluation, demography, Economics, Statistics and Management
  • 6 years of monitoring & evaluation position experience and at least 3 years of Monitoring & Evaluation experience with NGOs.
  • Practical knowledge of monitoring and evaluation methodologies, including log frames, result chains, theories of change, and assessment/evaluations.
  • Experience in staff/team management, coaching, mentoring, capacity building, and performance review and appraisal is the plus.
  • Knowledge of strategic planning processes

Qualifications/ experience desirable:

  • Demonstrated experience of operational and programming processes, systems and principles, and the ability to provide leadership and support to staff working at PA & community levels.
  • Sound understanding of integrated development issues and critical analysis of child poverty
  • Experience in both development and humanitarian contexts.

Languages required

  • Fluency in English language is essential. In addition to Amharic and knowledge of Local Languages will be an asset

Technical Competence:-

Research: Conducting and managing original investigations undertaken to gain knowledge and understand about issues critical to Plan International, from conceptualization to use including specific ethics processes.

Statistics/ quantitative methods: Design, planning, collection, analysis and use of numerical information that can be transformed into statistics for analysis of trends, frequencies and correlation, to test objective hypothesis.

Qualitative methods: Design, planning, collection, analysis and use of non-numerical data (transcripts, reports, stories, discussions, pictures, recordings etc.) to explore meanings, perceptions, opinions and perspectives from individuals or groups, to uncover the deeper meaning and significance of human behaviour and experience, including contradictory beliefs, behaviours and emotions.

M&E in humanitarian response: Applying MERL processes and concepts to conflict affected context, protracted and rapid emergencies and refugees.
