Job Description

Dimensions of the Role

  • The job holder is responsible for initiating, development and implementation of a accountability system for Lego PlayMatters project in the field areas.
  • The post holder will be responsible to lead the Lego Play Matters project accountability related activities at Gambella/Benishangul/Afar PA.
  • Providing accountability related specialist advice or specific skills to team

Key Responsibilities and Accountabilities.

Accountability (100%):

  • Play significant role in the roll out of the accountability framework for PlayMatters project.
  • Establish/strengthen the community level feedback/compliance management committie in each intervention sites.
  • Lead the need assessment to identify the preferred channel to communicate with client and stakeholders.
  • Establish/install/in place feedback and complaint management/collection mechanism in the refugee camps and host communities.
  • Familiarize the mechanisms to all stakeholders (children, caregivers, community leaders/elders, compliance and feedback management committee etc.) and program staffs.
  • Periodically collect feedback/complaints from different actors/providers and enter the feedback and complaint cases into the feedback, complaints, and response logbook.
  • Continuously update the systems (i.e. feedback and complaints database, feedback and complaints logbook) with the responses/action taken, date when feedback or complaint was resolved and when the response was given to the contributors (feedback and complaint raiser) in order to manage and close the feedback loop.
  • On a regular basis, use the data recorded/stored in the logbook and or database to prepare a summary accountability report, mainly based on the accountability indicators.
  • Facilitate/organize accountability data review, review and reflection meetings separately or merging with quarterly project review meetings.
  • Make sure that input from accountability system used for learning and project modification, then communicate.

Dealing with Problems

  • This position requires a very high degree of conceptual, analytical and deductive thinking. It requires ability to investigate into and solve complex problems that the project focuses on.
  • The position requires an objective, integrated and multidisciplinary approach to programming.
  • The post holder requires a clear understanding of the policies, procedures, strategic direction of the organization and the ability to conceptualize the existing interrelationships, organizational working environment and other prevailing conditions. The post holder must be able to cope up with and address all M&E related problems that the project will face.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted. 
  • Raise children’s rights/protection awareness and important of gender equality and respect to diversity within Plan and amongst partners and community members.
  • Ensure equal participation and benefit of boys and girls and children with disabilities in all phases of programme/ project implementation.
  • Integrate safeguarding and gender issues within the M&E framework of PlayMatters project. 

Job Requirements

Qualifications/ experience essential:

  • Bachelor Degree in Social science, Economics, Statistics or related fields.
  • Practical knowledge of establishing accountability system and implementation, including development of different feedback receiving mechanisms and forms, feedback recording database, production of regular accountability report
  • Strong commitment on accountability principles and at least 5 years of relevant professional experience in area of accountability in an NGO environment, preferably in humanitarian sector
  • Excellent skills and demonstrated experience of using MS Office and ICT.

Qualifications/ experience desirable:

  • Experience in humanitarian contexts is preferable.

Knowledge

  • In-depth knowledge and understanding of the core humanitarian standards.
  • Knowledge of effective participatory accountability systems.
  • Knowledge of current international development trends and thinking on programme effectiveness, learning and in Child Rights programming.

Languages required

  • Fluency in English language is essential.
  • In addition to Amharic, Knowledge of Local Languages is a desirable.
