Job Description

Ethiopian Construction Design and Supervision Works Corporation (ECDSWCo.) is transforming and diversifying from the current consultancy business operations. Taking advantage of the existing ECDSWCo.’s strength and maximizing on the newly emerging external opportunities that are being prevalent with the shifts in Ethiopian Economic Policy – the Corporation is aiming to play a significant role to the success of the Ethiopian Construction Industry -by creating a vibrant business institution that will not only fill the gap that is in the current construction industry, but also replace the need for having international construction companies that are dominating the government mega scale projects.

To this, the Corporation is emerging as an Engineering and Investment Group. The proposed name of the Group is ‘’Ethiopian Engineering and Investment Group (EEIG)’’. The Group will comprise of three main operational business units i.e., Consultancy, Construction and Investment.

 EEIG-Construction business unit key activities are high-end complex construction projects, predominately high-rise commercial and residential buildings, real-estate; infrastructure (roads, railways and airports) & water and energy sector construction. EEIG-Construction alone would grow into a conglomerate of several business units including Piling, underground and foundation Works, Fit-Out, Energy (Solar Solutions), Electro- Mechanical Solution, Facility Management, Landscape and Construction Materials Production.

EEIG Construction is launched with the vision of being the best construction company in Ethiopia with a strategy of Timeously executing high-end complex projects, by utilizing proactive management skills as a Design and Build Contractor in order to achieve an optimum return and aspiring to be a competitive and preferred choice that can replace the current dependence on international contractors and deliver excellence. EEIG Construction will uphold Courage, Integrity, Reliability, Value for its People and Innovation as its core values.

Position Overview/Scope of role:

The incumbent oversees the procurement of Technical materials, goods, works and services in order to provide effective and efficient services meeting the needs of EEIG Construction projects. 

Top Roles and Responsibilities: 

General

  • Lead in performing all Procurement duties for nominated purchase packages including formation and administration of the purchase order through bidder pre-qualification, Procurement Plan issue, Approval to Tender (ATT), Invitation to Tender (ITT), tender evaluation, award and recommendation, and monitoring of performance of suppliers. This includes general purchase order administration, invoice verification, management of change, resolution of claims, resolution of back charges and purchase order close out.
  • Compile Technical assessment reports on suppliers’/subcontractors’ performance evaluations, procedural challenges on the Procurement CSP guideline that require revisions or corrections, real-time industry market activities – new type of supplies in the market, market study, follow-up with new/updated regulations relevant to construction procurement etc. - which result in the best “value for money” for EEIG Construction and report to Procurement Manager for discussion.
  • Contribute to ensuring that the required Procurement procedures of EEIG Construction are followed including maintaining the necessary files as required.
  • Review the approval of documentation are in accordance with the company’s Delegation of Authority (DOA).
  • Workload planning.
  • Report on the progress activities of the nominated purchase package – .i.e. the technical materials, equipment and construction works part - of the Procurement Schedule to the Procurement Manager per agreed schedule.
  • Represent Procurement Manager with client and in management meetings as required.
  • Provide commercial advice on procurement matters for requisitioning departments and/or project managers on-site.

Specific Responsibilities:

  • Comply with Company and Project purchasing policies and procedures and act within limits of delegated authority.
  • Work with engineering, planning, project controls, expediting, Materials Control, HSE and quality to ensure specifications and material summitals of materials and equipment is provided on-time. 
  • Liaise with relevant Senior Procurement staff as well as with the commercial department in compiling the overall suppliers/subcontractors assessment reports.
  • Identify, develop and propose sources, solicit suppliers, receive quotations and bids. Undertake negotiation of orders, follow-up, schedule and expedite deliveries.
  • Monitor the timely delivery of required goods are ensured.
  • Secure and process necessary documentation to support the approval of supplier invoices as required by the purchase order. 
  • Deliver quality services and demonstrate a commitment to understand and meet customer needs. 
  • Demonstrate a visible and active commitment to ethical behavior and its associated requirements.
  • Travel as required, including travel related to projects and to maintain links with other project area offices of EEIG Construction.
  • Act in the best interests of EEIG Construction at all times.

Perform any other duties that are required from time to time.

Job Requirements

Essential Skills and Experience Required: 

  • BSc Degree in Civil Engineering, Construction Management, Purchasing & Supplies and/or relevant fields.
  • Minimum of 5 years’ experience.
  • Demonstrated experience working in a construction firm or experience working WITH affiliated organizations commissioning complex construction projects by hiring construction firms is an asset.
  • Experience working directly or indirectly with procurement department or team handling the supply needs for medium to large scale construction projects is an added advantage.
  • Experience working with relevant software solutions such as AutoCAD, Revit etc. is Mandatory.
  • Internationals experience OR working in an international organization in Ethiopia is an added advantage.
