Position: Community System for Accountability and Feedback (C-SAFE) Advisor

Duty Station:  Addis Ababa

Duration of Contract:  One-year contract, Renewable (with 60 working days probation period)

 Job Summary

Responsible for supporting enhanced and effective integration and alignment of CSAFE Policies across all FH Ethiopia policies, procedures and program interventions. The positions also Serves as a technical backup to ensure that FH Ethiopia holds a competitive advantage as per the donor’s rules and regulations.

Responsible for overseeing the country level C-SAFE processes and tools and the development of the C-SAFE strategy for the of the country hubs. In addition, the C-SAFE Advisor is responsible to develop and manage the work plan for the C-SAFE rollout, build C-SAFE team capacity and train program and monitoring, evaluation, and learning (MEL) staff on the newly established C-SAFE system. Lead and develop the strategy for standard operating procedures (SOPs) to ensure that the methods of providing feedback are safe, confidential and accessible and that the feedback provided is timely.

Principal Tasks & Responsibilities

  • Responsible for contextualizing current C-SAFE operational manual through consultations with the program team and in the communities where FH Ethiopia works. 
  • Understand and identify locally appropriate, user-friendly and culturally sensitive communication channels for feedback and incorporate these into the Manual.
  • Establish in-depth work plans at the programmatic and country levels for the rollout of C-SAFE, including processes, procedures, forms, as well as budgetary pipelines and guidance.
  • Develop necessary Information, Education, and Communication (IEC) material (aka sensitization materials) for internal and external use.
  • Oversee operational management of work plans for the rollout of C-SAFE including processes, procedures, and forms by project or location.  
  • Together with MEL staff, develop a system for analyzing trends in feedback received.
  • Together with program teams, conduct C-SAFE assessments and evaluations, and develop processes to ensure integration of feedback and evidence-based learning into program implementation.
  • Brief the Senior Leadership Team (SLT) and updating the Country Director on a weekly basis and/or as necessary regarding the status of and updates regarding high-level C-SAFE cases.
  • Liaise with FH Global Service Center (GSC) as necessary regarding the status of high-level C-SAFE cases.
  • Attend and provide input based on feedback into Quarterly Project Reviews and After Action Reviews.
  • Conduct orientation sessions for all departments on C-SAFE and their roles and responsibilities toward a successful implementation of accountability and reporting mechanism. 
  • Together with human resources (HR), support integration of C-SAFE training into new staff onboarding.
  • Other duties as assigned.

Safeguarding Policy

Gender Responsibility

  • Each quarter, inform projects and departments of their staff sex ratios, progressive activities and improvements at both HO and projects.
  • After each staff performance cycle, conduct a survey to ascertain if the process was considered gender sensitive.
  • Ensure high quality translations of the Gender Policy and related documents to Amharic/ Oromiffa or other local languages
  • Work with HR to make recruitment more “gender friendly”, with gender sensitive interview panels.
  • Work with projects to initiate open forums of mixed and single-sex groups, to discuss women’s and men’s potential for advancement.
  •  Investigate the grievances of male (as well as female) staff, and recommend follow up action to the senior management.

Safety & Security Responsibility

  • Ensures that safety and security costs are included in all program budgets. These include, but not limited to: staff training on safety and security, site enhancements for safety and security, human resources (security officers), purchase/ maintenance of basic safety and security resources & tools and budgets for safety and security assessments.
  • Communicating with staffs in Field Offices and operational areas periodically and making sure that all staff members are aware of the safety and security procedures;
  • Facilitating implementation and revision of Country Office procedures when required. This includes identifying potentially risky situations and suggesting corrective measures;
  • Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
  • Takes the leadership in the management of Safety and Security in the Head Office and Projects. This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;
  •  Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.

Job Requirements

Job Level Specifications

  • Full agreement with FH’s Christian foundation and beliefs as expressed in The Heartbeat: our Values, Vision, and Purpose.
  • Demonstrated computer operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype and/or Zoom.
  • Proven experience in developing or contributing to accountability frameworks, SOPs for feedback mechanisms/ systems;
  • The ability to work closely with and lead a team, be patient, adaptable, flexible, able to improvise and work in an environment that is often stressful and potentially volatile;
  • Strong interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language challenges. Tact and diplomacy are essential;
  • Superior writing skills in English and [national language], including report-writing and professional, personable communications to community members
  • Understanding of preventing sexual exploitation, abuse and harassment, child safeguarding and how other types of code of conduct issues may arise in C-SAFE systems and best practices for raising awareness of and responding to those concerns.
  • Experience and/or training in handling sensitive information - Core Humanitarian Standards (CHS) training is an advantage, including Gender-Based Violence (GBV), Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) and Child Protection knowledge and capacities; 
  • Ability to travel up to 5o% of time per year in the region and internationally, to insecure countries or locations.

Experience

  • At least six years of related work experience, preferably with an international or local Non- Governmental Organization (NGO) with at least 2 years at a senior leader or supervisor roles;

Education/Certifications

  • Master's Degree in sociology, social work, public policy, international relations or related fields. or other relevant fields.

Distinguishing Competencies

  • Experience with misconduct investigations procedures, best practices and approaches preferred.

Language

  • Proficiency in both spoken and written English; ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or government regulations. He/ She has the ability to write reports, business correspondence, and procedure manuals.
