Reporting Lines
The Senior Emergency Coordinator is under the overall guidance of the FAO Representative for Ethiopia and works under the direct supervision of the Deputy FAO Representative. In addition, the incumbent will work in close collaboration with the following teams in FAO Ethiopia: Technical Support and Delivery, Programme Delivery Support, Field and Government Coordination, Technical Mainstreaming Specialists, and Agriculture Sector Coordination and Administrative Support Services. The incumbent will also work in consultation with the relevant technical units in the Subregional Office for Eastern Africa (SFE), Regional Office for Africa (RAF) and Headquarters.
Technical Focus
The focus of this consultancy is the implementation of the Northern Ethiopia response plans, this includes resource mobilization, implementation of field activities and preparation of situation reports and briefs.
Tasks and Responsibilities
- Lead FAO’s emergency response operation in Northern Ethiopia including preparedness, needs assessment, response, programming, implementation and resource mobilization, in liaison and collaboration with Disaster Risk Management Agriculture Task Force (DRM-ATF), food security cluster/sector and relevant FAO personnel.
- Provide technical support to ongoing operational emergency response projects and programmes.
- Support the FAO Representative in resource mobilization activities including corporate appeals, donor macro grants, CERF/SFERA submissions, inter-agency Humanitarian Response Plans (HRPs) and the Humanitarian Needs Overview.
- Promote FAO’s Emergency Programme in Northern Ethiopia to government partners, UN Agencies, NGOs and resource partners.
- Develop position papers, proposals and/or policy briefs to support humanitarian policy development, coordination and liaison with international partners such as the Inter-Agency Standing Committee, WFP, UNHCR, UNICEF, NGOs and other humanitarian groups involved in emergency and recovery.
- Represent FAO in interagency coordination meetings, programming exercises undertaken by the humanitarian community and any other relevant fora.
- Support and facilitate field-level fora and working groups on topics related to emergency response programmes, in close collaboration with the country and sub-regional multidisciplinary team and relevant FAO technical units.
- Support sectoral coordination through the Disaster Risk Management Agriculture Task Force (DRM-ATF).
- Support the identification of strategic priorities for FAO’s role in emergency and rehabilitation and contribute to improved preparedness for, and effective response to, food and agricultural threats and emergencies in Northern Ethiopia.
- Coordinate FAO’s contribution to inter-agency Post Disaster Needs Assessments and Post Conflict Needs Assessment.
- Undertakes FAO emergency needs assessments activities and missions, conducts food and nutrition security assessment and analysis, coordinates in-country early warning alerts and further coordination with all partners.

Minimum Requirements
- University degree in food security, statistics, economics, relevant social or natural sciences, or other related disciplines relevant to the mandate of the Organization;
- Minimum of 12 years of proven knowledge and experience in emergency response management at the country and/or international level, particularly related to agriculture, food and nutrition security and/or food safety.
- Working knowledge of English (level C) and limited knowledge (level B) of any other official language of the Organization (Arabic, Chinese, French, Spanish and Russian).

Technical/Functional Skills

- Previous experience in similar positions in international organizations and humanitarian contexts is an asset
- Experience in coordinating a large number of stakeholders.
- Excellent communication skills, both verbal and written.

- Excellent knowledge of humanitarian principles.
