IPSAS Based Annual financial statements: preparation and consulting services/Individual Consultants

Children Believe Fund (formerly Christian Children’s Fund of Canada) is a child centered, community based international development organization devoted to addressing the needs of children and their families in developing countries. Children Believe Fund (CBF) creates a future of hope for children, families, and communities by helping them develop the skills and resources to overcome poverty and pursue justice. CBF works in different parts of Ethiopia aiming at improving the quality of life of children and youth in empowered communities through enhanced family and community capacity for sustainable development focusing on education, early childhood development, health & nutrition, sustainable livelihood development, child protection, disaster risk reduction and gender equality programs.

As per the “Financial Reporting proclamation” number 847/2014 and regulation number 332/2014 and Guidelines of The Accounting and Auditing Board of Ethiopia (AABE) Children Believe Fund/CB  aims to prepare its financial statements on International Public Sector Accounting Standards (IPSAS) bases for the year 2021 by reviewing and updating the existing IPSAS based financial systems. Therefore, CB is seeking to employ a competent individual consultant who is interested to carry out the IPSAS based financial statements preparation and consulting services.

Objective(s) of the Assignment

The main objectives of the assignment are:

• To lead and support IPSAS based annual financial statements preparation of CB for the year 2021 by providing required technical assistance, building on previous experience, and developing a roadmap for IPSAS implementation.
• Providing required capacity building and recommending modifications in information system, policy, processes and other required changes as deemed necessary.

 General Scope of the Assignment

• Review the existing financial manuals/ guidelines/ templates/ checklists which were already prepared for IPSAS adoption purpose as required, to guide IPSAS implementation.
• Analyze all relevant aspects – capacity, policies, procedures, regulatory, information system etc. including review of existing chart of accounts and alignment for the preparation of IPSAS based annual financial statements.
• Further support in preparing IPSAS based annual financial statements for FY 21 and with required opening balances/ conversions  in consultation with external auditors.

Job Requirements

Consultant’s Qualifications and Experience

The Individual consultant shall have the necessary expertise to fulfill the requirements.

• Shall have experience in carrying out similar assignments (IPSAS conversion &Implementation)
• The consultant must have training certificates
• At least of 10 years’ experience in the field of financial accounting of which at least 5 years in the public/private sector. 

Deliverables

• Review and update the existing IPSAS based accounting policies/manuals/ guidelines/templates/checklists
• Prepare IPSAS based draft reports
• Ongoing support and updates  up to the closing of the financial statements rectifying external auditors comments
• Closure report with a summary of activities carried out, lessons learnt and recommendations
