Summary:

The U.S. Mission in Addis Ababa/Ethiopia is seeking eligible and qualified applicants for the position of Political Specialist (USAU).

The work schedule for this position is: Full Time (40 hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: No

Duties

As the senior local political advisor to USAU, advises and serves primarily the Political/Economic Section in support of the reporting officers and the Front Office. Reports directly to the Political/Economic Counselor. Drafts political reports and cables on the full range of issues related to the African Union (AU) and its 55 member states, as well as multinational and regional issues that serve to inform U.S. policymakers. Also reports on AU issues that are currently or have the potential to come before the UN and in particular the UN Security Council. Creates and cultivates contacts with AU Commission officials, officers at AU member states, and third-country embassies in Addis Ababa, the wider diplomatic community including the UN system, and with pertinent scholars and opinion-makers. Designs organize and accompany high-level and P/E officer travel. Serves as primary back-up to the Protocol specialist.

Qualifications and Evaluations

EXPERIENCE:

  • The position requires at least five years of progressively responsible experience in social science research and analysis, university teaching, or journalism in non-governmental or international organizations, or public or private sector field.

  • The position requires a minimum of a university/college degree in political science, international development/international affairs, history, international law, or journalism/media studies is required.

Evaluations:

LANGUAGE:

  • English 4 (Fluency) Speaking/Reading/writing is required, Level 3 Speaking/Reading/writing in one of the other official languages of the AU (Arabic, French, Kiswahili, Portuguese, Spanish or any other African language ) is required. (This may be tested)

SKILLS AND ABILITIES: The incumbent must be extremely sensitive to personalities and power relationships and able to guide USDH diplomats effectively through the sometimes-challenging currents of the AU political landscape. The incumbent must be able to communicate effectively in working-level and high-level meetings at the AU and in diplomatic settings, among the cultural and linguistic groups comprising 55 AU member states. The position requires word processing experience and professional-level drafting skills in English. Intermediate numerical skills are required for data reporting. (These may be tested)
