 The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant positions the details of which are mentioned bellow.

About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Specific Duties and Responsibilities 

  • Plans, prepares budget, directs, coordinates and controls the overall Migration and Restoring Family Links /MRFL/ programs/projects of the Society;
  • Provide regular technical support to branches staffs, government offices and communities in the areas of migration and restoring family links operations;
  • Document good practices, develop case studies, organize lessons sharing events and scale up the good practice for wider communities; 
  • Assess migration prone area and in collaboration with other units and design migration intervention program/projects; Take timely and appropriate action to address processing delays in relation to project activities.
  • Provide coordination/supportive supervision of project activities at operational areas of the project including provide training and technical assistance, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and accurate completion of duties with in the agreed time frame.
  • Manages and facilitates the implementation of the RFL and Migration projects as per the project proposal and MoU signed between ERCS and partners.
  • Promote innovative practices that improve the livelihood of potentially migrant/returnees; Promote innovation, livelihood diversification and action research on RFL and Migration program/projects;
  • Prepare and compile project concept notes, proposals, case studies, and proceedings;
  • In collaboration with other working units, establish strengthen youth and community based institutions: cooperatives, self-help groups, etc., that support the returnees/migrants, youth employment and entrepreneurship;
  • In collaboration with capacity building Division, prepare/update, disseminate and implement national Migration and Restoring Family Links policy and procedure; Coordinates and facilitates the activities of collecting, sorting, dispatching, exchanging and tracking the statuses of tracing requests and Red Cross Messages (RCMs); 
  • In cooperation with the capacity building Division and other stakeholders, designs and administers schemes that enhance the restoring family links service capacities of branches.
  • In cooperation with the capacity building Division and other stakeholders, design, test and implement the RFL tool when it is approved; Monitor the implementation of immigration and emigration/refugee management projects and RFL services and report their status to the Director of the Disaster Risk and reduction timely action and submission to relevant stakeholders;
  • Networks with stakeholders within and out of the Movement and handles communication matters of the Society’s restoring family links service with them; Facilitates the procurement and distribution of tracing logistical facilities to RFL priority branches; 
  • Makes efforts that upgrade the level and quality of migration and RFL services of the Society; In cooperation with the capacity building Division, assesses capacity gaps of migration and tracing personnel and priority branches, designs and administers capacity building schemes, monitors and evaluates the impact of the tracing capacity development efforts.
  • Ensures that MRFL accomplishments of the Society are registered, timely communicated, documented and properly managed; Prepares the budget necessary for running tracing activities and makes necessary budget transfers to branches and follows up settlements accordingly; 
  • Follows up the status of tracing requests and Red Cross Messages dispatched to branches and handle as per relevant procedures; Handles all incoming and outgoing tracing cases, health and welfares, and safe and well messages, offers feedback and result missed person search for requesting national society and follow up the progress missed person searching of branches;
  • Ensures that RFL accomplishments of the Society are registered, timely communicated and managed the database thereof properly; Rollout the RFL database to branches and ensure all RFL tools are registered in the database; Ensure to have relevant data or statistics for the purpose of generating the progress of regular report and lessons.

Job Requirements

Qualification Requirements:

  • Second or First Degree in Disaster Risk Management, Management, Development Studies, applied psychology, Social Studies,  Social Anthropology
  • 8/10 years relevant experiences, out of which 2/4 years in Senior Managerial Position/s/.
