Dan Church Aid (DCA) DCA is a Danish Humanitarian and Development organization working to assist and empower people affected by poverty and disasters to live a life of dignity. In Ethiopia, DCA’s area of work includes Humanitarian Response, Food Security, Resilience Building of vulnerable community members, and Gender and Capacity Building of Civil Society Organizations.

Currently, DCA Ethiopia Office is looking for a competent and qualified Assistant MEAL Officer. The Assistant MEAL Officer will contribute to the successful management and implementation of DCA’s Objectives.

Position Summary

The Assistant MEAL officer will support the MEAL officer in all data collection, analysis, and learning activities to ensure accountability and efficiency for all field office grants or projects as assigned by the Monitoring and Evaluation Officer. She/he will provide technical field support to the Monitoring and Evaluation unit. The Assistant MEAL officer will work closely with Program teams to do need assessments, baseline surveys, Post Distribution Monitoring, End line Surveys, assess field conditions, capacity-building initiatives, and facilitate the collection of quality data under the supervision of the field office Monitoring and Evaluation Officer. She/he will collaborate with the Program unit of the field office as assigned by the MEAL officer in reviewing and preparing reports. She/he will follow up projects’ indicators, implementation of processes, standard operating procedures, and any other tasks given to her/him by the Monitoring and Evaluation Officer or Senior Program Coordinator.

Key Responsibilities:

  • Prepare periodic internal and/or donor reports by providing Monitoring and Evaluation data and content, ensuring that results are aligned to indicators outlined in results matrices and that reports are results-based to improve the quality of reporting.
  • Assist and ensure timely and accurate data collection for needs assessments, baseline studies, ongoing project monitoring, post-distribution monitoring, and evaluation of projects.
  • Contribute towards the strengthening and deepening of monitoring and evaluation functions in the field office through regular monitoring of projects.
  • Conduct periodical data collection, data entry, and data analysis based on project requirements with maximum data accuracy and reliability.
  • Provide capacity building training and orientation for data collectors in the field
  • Assist with field office project planning and preparation for the smooth implementation of project activities.
  • Assist to monitor project outputs track progress towards indicators and capturing case studies and stories from the field.
  • Support the development of new proposals and project designs for possible new projects.
  • Work independently with minimum supervision and manage a diverse and demanding workload to set timelines.
  • Ensure that proper data management and documentation are implemented in the field office.
  • Perform other duties as may be assigned by her/his supervisor.

Required Qualification:

  • Bachelor's Degree in Monitoring and Evaluation; Development Studies, Statistics, Economics, Demography, Project Planning, and Management or other related social sciences from accredited Universities with at least two years of work experience on monitoring and Evaluation.
  • Experience working with vulnerable populations and humanitarian/refugee operations.
  • Proven experience in Monitoring and Evaluation applications, data analysis software, and tools.
  • Knowledge of project cycle management.

Good Communication skills: share information with others with due respect for the organization’s data management, protection, diversity, and confidentiality of specific sensitive information.

  • Knowledge of and ability to design monitoring and evaluation tools (interview, FGDs and survey questionnaires).
  • Skill in working under the pressure of deadlines, establishing and maintaining cooperative working relationships.
