Position:  Scaling up CA Project Officer

Duty Station: Any district in Assosa and East Wollega Zone

Duration of Contract:   One-year contract, Renewable (with 60 working days probation period)

Salary:    As per the salary scale of the organization

Job Summary

Responsible to plan, implement, capacity building, facilitating, supervise and monitoring: Conservation Agriculture (CA) project activities, like CA trainings to farmers, DAs and community workers , SHGs trainings, mulch preparations, compost preparations, demonstration plots detailed work activities, technical support for individual CA farmers plots agricultural activities, farmers experience sharing visits, farmers field days, supporting school environmental clubs, compiling data on all CA activities at each kebele and reporting to the project manager periodically.

Principal Responsibilities

Key Result #1: Take a lead in Planning and reporting of the Scaling Up Conservation Agriculture Project

  • Prepare detailed activity and budget plan of the conservation agriculture project activities, farmers, DAs & community workers capacity building training; organizing and coordinating experience sharing visits, farmers field days and demonstration plots activities, training SHGS and school environment clubs, organizing environment days, etc…
  • Prepare and submit weekly, monthly, bi-annual, annual, etc… (Periodical reports) to Senior project officer and project manager for internal use and compile and submit to all partners.
  • Closely work with all partners/stakeholders and prepare a joint action plan for smooth implementation, maintain smooth relationships with all partners in order to ensure the benefits of the target people in the community.
  • Collect and compile early warning data from the respective woreda and prepare monthly and quarterly early warning reports
  • Organize and conduct different trainings, experience sharing visits, farmers’ field days and workshops to CA farmers, SHGs, etc… with community workers and relevant line offices.

Key Result #2: Project Implementation and coordination (study, designing, implementation, monitoring, reporting, and funding)  

  • Facilitate the activities at each kebele’s demonstration plot, rendering of technical supports at each CA farmer’s plot; formation of Self Help Groups (SHGs) and technical support of school environment clubs.
  • Organize different conservation agriculture trainings for DAs, community workers and farmers planned by the project
  • Liaise the project office with line government offices, community leaders and other partners regarding conservation agriculture activities, capacity building and technical support.
  • Contribute for smooth working relationships with staff and stakeholders.
  • Maintain a good working relationship with staff and partners.
  • Supervise and give technical support to community workers at their working sites/kebeles.
  • Monitor the activities under his custody regularly and ensure quality output.
  • Generate new project ideas and facilitate the preparation of proposals in agriculture, capacity building and agricultural input support.

Key Result #3: Networking, Coordination and Projects Management 

  • Networks with Assosa University, Assosa ETVET, Assosa Agricultural Research Centre, Assosa Soils Laboratory, Assosa Farmers Union, Cooperatives and all government and non-governmental agencies to collaborate in running the conservation agriculture business activities with project manager;
  • Organize and handle all learning and lessons events with the respective local level project stakeholders and other who come to the project area in consultation with Climate Resilience Manager 
  • Makes the necessary contacts with Woreda and Kebele level partners for smooth relationship and maintains good understanding in the implementation process of the project; and hosts project visitors from donor and different organizations at woreda;
  • Maintain good relationship with stakeholders;

Key Result #4 Staff and Resource management 

  • Gives overall guidance, manages and coaches to community development workers under his/her supervision;
  • Ensures that performance evaluation forms for all employees are completed and submitted to the FHE Head Office timely;
  • Ensure that project vehicles, motor bikes and cycles are properly managed as per vehicles management guideline of FHE;
  • Ensures that human resources, materials and commodities are adequately available and properly utilized; 
  • Co-ordinates and creates team spirit among project staffs to maximize the achievements of the project;

Key Result #5 Financial management

  • Ensures that financial resources of the project is implemented based on the planned activities;
  • Show a higher integrity in handling financial resources allocated for the planned project;
  • Ensure that resource utilization is economical and efficient in the project;
  • Provide all necessary technical support to project Finance and Admin Officer to prepare monthly financial accomplishment reports and submit to Head Office.

  • Communicating with all staffs under his/her supervision and making sure that all staff members are aware of the safety and security procedures;
  • Facilitating implementation and revision of Country Office procedures when required. This includes identifying potentially risky situations and suggesting corrective measures;
  • Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
  • Takes the leadership in the management of Safety and Security in the Projects. This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;
  • Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.

Job Requirements

Experience

  • Minimum of three years related experience and preferably in a similar program or INGO.

Education/Certifications

  • A minimum of Bachelor degree in Agriculture, Rural Development, Natural Resource management or other related fields
  • Trainings in Conservation Agriculture principles, Climate Smart Agriculture (CSA), Climate Change, Community Facilitation skill training,

Language

  • Proficiency in both spoken and written English; ability to read, analyze, and interpret general business periodicals, or government regulations. He/ She have the ability to write reports, understand the rural context,
