Term of Employment: Part-time – 10 days per month for Six months with possibility of extension

BACKGROUND

The Ethiopian Agricultural Transformation Agency (ATA) which changed its name to Ethiopian Agricultural Transformation Institute (ATI) is a strategy and delivery-oriented government Institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions to contribute to the transformation of Ethiopian agriculture by 2030 through commercializing the smallholder farmers with greater incomes, inclusiveness, resilience, and sustainability.

The Institute focuses on action research and studies, implementation support through providing training and advisory services, piloting innovative projects, creating linkages and coordination among key stakeholders to catalyze agricultural transformation. First, we provide implementation support to the Ministry of Agriculture and its affiliate institutions, and other partners to identify and address systemic bottlenecks within the sector’s 10-year perspective plan and thematic reform areas, coordinate policy reforms, and the Ethiopian food system. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

The ATI’s headquarter is located in Addis Ababa, with regional offices in Amhara, Oromia, SNNP, and Tigray regions, allowing the Institute to work closely with a wide range of public, private and development sector partners across the country.

POSITION SUMMARY:

The Partnerships Advisor will be working closely with the Partnership Team, and other key units. The Partnership Advisor will review the alignment of the ATI’s grand strategy with the Partnership’s resource mobilization strategy. Review the existing resource mobilization approach and propose innovative ways of raising funds. Identify potential bilateral and multilateral development partners and prepare a resource mobilization action plan to mobilize funds for strategic priorities of the Institute. The Advisor supports ATI’s Partnership and program teams to prepare concept notes and proposals that should be submitted to potential funders. Creates development partners database, develops a strategy on how to engage and maintain strong relationships with them. Organizes and coordinates development partners meetings in collaboration with Partnership team to pitch and solicitate resource mobilization. Mentor and coach, the Partnership Director and Manager, and the team to build resource mobilization capability and relationship management skills.

The contract and administration of this position is through World Food Program and the Partnership Advisor will report to the CEO.

ESSENTIAL DUTIES:

The specific duties of the Partnerships Advisor will include the following:

  • Ensure ATI’s grand strategy is aligned and consistent to its resource mobilization strategy and are targeted to specific project deliverables and result frameworks
  • Identify and map new bilateral and multilateral development partners including their priorities and requirements relevant to finance ATI’s strategic priority interventions and cross-cutting issues
  • Coordinate and support development partners’ fundraising programs, preparation of concept notes and proposal development in collaboration with Partnership and Program teams
  • Review the existing fund-raising approach and propose innovative ways to resource mobilization tactics
  • Create development partners database in order to facilitate tracking of partnerships and outreach to potential partners
  • Support and strengthen the Partnership team’s capacity through coaching and mentoring. Mentor the Partnership Director and Manager/s to enhance her/his resource mobilization capability and relationship management.
  • Reviews grant agreements and other documentation and facilitate signing
  • Support Partnership team to organize meetings to existing development partners on a quarterly basis setting the agenda, communicating with all partners as well as documentation and follow up on agreed actions
  • · Performs any other duties as assigned by his/her supervisor.

REQUIRED QUALIFICATIONS:

  • Minimum of master’s degree in Economics, Business Administration, International Development or other relevant field of study, obtained from a recognized University
  • At least twelve (12) years of experience in the management of partnerships involving donors, of which 5 years should be in a senior position
  • Experience in international development, including working in resource mobilization for multilateral and bilateral development partners, philanthropic organization, private foundations, or NGOs
  • Professional certification and other advanced training in resource mobilization, donors’ procedures and compliance and grants management software
  • Excellent partnerships & donors’ relations skills and ability to build relationships with government counterparts, development partners, civil society agencies and private sectors
  • Ability to mentor/coach others to build and enhance required competencies
  • Demonstrated ability to manage complex tasks involving multiple stakeholders
  • Demonstrated ability to work in a multidisciplinary, diverse staff, and multi-sector environment.
  • Superior analytical and organizational skills with excellent attention to detail and a high degree of personal initiative
  • Good skills in Microsoft Office Suite specifically in excel
  • Fluency in English and Amharic is essential; fluency in at least additional Ethiopian and foreign languages will be advantageous
  • Ability to work under pressure, long work hours, and high workload
  • Ability to independently organize work and prioritize tasks as well as work with teams
  • Willingness to respect and adhere to ATI values

PREFERRED QUALIFICATIONS:

  • Experience in the agricultural sector and reasonable knowledge of local laws of the country is preferred.
