Job Description

The purpose of the Water Resource Development Advisor position is to support developing and guiding the implementation of CARE Ethiopia’s water resource management strategy and provide technical backstopping to field offices in all activities related to water and sanitation infrastructure, watershed management, water harvesting technology and small scale irrigation schemes, including environmental impact assessments and mitigation measures. She/he guides and as required fully involved the design of structures and systems, monitors their installation and provides guidance on the development of maintenance plans. She/he will also develop and strengthen partnerships among sector stakeholders, government counterparts and NGOs involved in water related activities in order to foster mutual learning and innovation, and identify innovations that would increase the efficiency and effectiveness of water related intervention in Ethiopia.

RESPONSIBILITIES AND TASKS

Job Responsibility #1: Guideline Design and Development

  • With WASH plus coordinator and other program teams, reviews and summarizes relevant experience including CARE, government institutions and NGOs on water related technology, extension guidelines, assessments and reports;
  • Facilitate reviews of government policies and strategies related to water resource management, identify best practices and gaps, and propose areas for improvement and implementation;
  • Develops environmental checklist to monitor environmental impact;
  • Adopts government and donors environmental assessment and mitigation guidelines;
  • Develop CARE Ethiopia’s guidelines for field implementation of water related activities.

% of Time:  30%              

 Job Responsibility #2: Capacity Building and Technical Support

  • Assess field activities related to water and sanitation infrastructure, watershed management, water harvesting technology and small scale irrigation schemes;
  • Provides technical support in all phases of the program cycle, from appraisal, planning, implementation, monitoring and evaluation through regular field visits, training-based capacity building, and desk-based feedback to field staff and partners;
  • Provides feedback to field offices regarding their strong and weak areas as well as short and long term recommendation for improvements;
  • Write concept papers based on needs identified at the field level;
  • Facilitate and provide capacity building training for FO Water related professionals and government staffs at higher level (Zone and Region)Organizes formal training based on needs detected during field visits
  • Fully involved high level water supply and irrigation design works
  • Prepare/ check bill of quantities and payment certificates submitted by contractors, consultants and FOs.
  • Provide support to FOs on new technology adaptation, rehabilitation and engineering expansion works
  • Facilitate and lead development of standard construction and design guideline

 % of Time:  40%        

Job Responsibility #3: Networking and Representation

  • Liaises with all stakeholders and represent CARE Ethiopia in Engineering related forums, and workshops at national level;
  • Identifies donors interested in funding water related activities and promotes relationships with them at all levels;
  • Networks with other NGOs working in water related activities to explore partnership development programs;
  • Participates in the development of proposals for funding of water related interventions.

% of Time:  15%              

 Job Responsibility #4: Learning and reporting

  • Promotes and supports innovative/alternative water related service delivery mechanisms at the local level;
  • Learn from the successes of other water related organization and transfer their technology and methodology to CARE;
  • Keeps up to date with developments in the sector, including best practice examples in-country and internationally, and ensures ongoing personal development and learning;
  • Ensures the communication and dissemination of success stories and lessons learned within the organization, with partners and other stakeholders.
  • Writes related reports required by government and donors;
  • Documents and disseminates information to CARE staff and partners.

% of Time:  10%

All the three levels of problem solving apply to the incumbent. But category numbers two and three are most applicable to this position because, the incumbent must use interpolative skills to pick and choose the right strategy to address a given problem and also has to deal with variable situations, which need analysis, problem definition and development of alternative solutions. 

Job Requirements

EDUCATION/TRAINING

Required:

  • MSc Degree in Hydraulics, Agricultural Engineering or equivalent combination of education and work experience.

EXPERIENCE

Required:

  • A minimum of five years of experience working in water resource management projects.

Desired:

  • Good NGO experience preferably in water engineering position

TECHNICAL SKILLS

Required:

  • Good facilitation skills with project staff and community members
  • Language proficiency in written and spoken English
  • Computer literacy in MS-Word, Excel
  • Interpersonal communication and report writing skills
  • Demonstrated technical ability and sound judgment to work effectively with others at all levels
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development

Desired:

  • Participatory Action Research and Social Marketing Methodologies.

CONTACTS/KEY RELATIONSHIPS 

The Water Advisor is expected to collaborate with all CARE Ethiopia counterparts, GOs and NGOs to disseminate results of the implementation and learned best practices. She/he is also expected to work in close collaboration with other technical advisors in the livelihoods, Cross cutting and Health units as well as Program Managers, CARE’s field office and CARE staff. He/she is directly supervised by the Livelihood Unit Team Leader

This position is located in Debretabor.
