We are pleased to announce the following vacancy for Engineer - OSP Fiber Rollout Deployment & Coverage Engineer within the Technology Function in Ethiopia. In keeping with our current business needs, we are looking for a person who meets the criteria indicated below.
Detailed Description
Reporting to Team Manager- OSP Fiber Deployment Expert, the role holder will be responsible for the Fiber network Rollout & Optimization planning of Metro fiber & Backbone¬ to support both Internal and External Customers
Job Responsibilities
- Make assessment and confirmation of SOP infra structures proposed by vendors to be deployed in project from both site design as well as static point of view.
- Responsible for timely completion of project milestones under his scope.
- Plan, define and manage roles and responsibility of all on site supervisors.
- Built demo site
- Makes sure SOP is prepared and validated and strictly followed by vendors.
- Plan and monitor daily/weekly OSP activities as well as outputs.
- Manage vendor counterpart person and teams to achieve set project targets from both schedule, budget, and quality point of view.
- Make sure all corresponding project tools are being filled and updated properly as set for respective related milestones and documentation.
- Input OSP works start criteria, RFS, completion as well acceptance criteria with coordination with other project parties like site acquisition, design, quality.
- Plan manage and monitor project OSP related communication, meetings, reporting’s, and documentation are being executed as required.
- Manage Project SOP related material, ensure orders are being in place timely to execute rollout schedule, manage and follow up fast delivery.
- Control the OSP related material storage to avoid long lasting stock material. Set measurable KPI’s for the same.
- Follow up latest industrial developments to find most feasible, qualified, and quick infrastructure solution.
- Plan and manage needed vendor and subcontractor resources with continues follow and audit.
- Ensure effective and efficiently utilization of all Project resources including but not limited to material, internal resources as well as vendor and subcontractor.
- Validate and confirm site basis BoQ.
- Review and validate design submittals.
- Spot checks on aerial and manhole works based on photos provided by Vendors.
- Check as built quantities v design quantities v as built drawings.
- Coordination with Vendors and other governmental authorities.
- Review and validate Vendor's material, design, and implementation specifications.
- Engage current and potential customers to understand demand on Metro fiber for the coming fiber connectivity requirements within Safaricom
- Forecast fiber capacity requirements both for the short and medium term
- Ensure fiber networks are designed and deployed to agreed standards
- Engage Vendors/Contractors in the planning and design of optimal metro networks to support customer requirements
- Release metro network plans to cater for the next 1-2 years.
- Develop and seek approval of efficient design methodology and tools for fiber networks to ensure high availability and cost efficiency in Maintenance
- Drive innovation in fiber design and deployment in line with the best practices worldwide
- Develop and maintain the standards and processes to be used in fiber deployment
- Enforce standards in the materials used in networks deployment to ensure optimum QOS and network lifespan
- Maintain deployment standards that ensure high availability and resiliency
- OHS standards enforcement during deployment of fiber networks in conjunction with other stakeholders
- Share Fiber network footprint with customer departments within technology and business units to enable them to integrate other network elements and enable them to commercialize the fiber network
- TCO analysis for Major CAPEX investments to ensure that it is in line with CAPEX strategy in the business.
- Drive OPEX Savings initiatives
- Engage with SFC regulatory team to form frameworks for engagement with external ROW stakeholders
- Engage with ICTA/Ministry for the management of leased cores/ policies/standards, lease and ROW charges and other joint areas of interests
- Lead in technical input for any regulatory legislation proposals either at the national and county level
- Coordinate with suppliers and concerned subcontractors sections for field inspection and acceptance activities and prepare related documents
- Ensure that results are compiled, documented and forwarded to Client in required format, quantity and quality, and ensure timely and correct presentation and explanation of results
- Carry out reconciliations between PO and As-built quantities and amend any discrepancies noted
- Control quality and quantity of work performed by the supplier in the assigned city
- Ensure that project implementation is done in accordance with Safaricom’s Health & Safety policies; use of road signs, appropriate tools and machinery and individual protection gear for subcontractors’ workers
- Manage the outsourced Quality Assurance teams
- Perform quality inspection and acceptance of concealed works by making regular visits to the field to assure standards, and Validation of as built documents
- Represent Safaricom towards municipality/county authorities and other external parties when required
- Investigate project disputes and resolve or recommend appropriate action
- Act as the Safaricom representative in the city towards the general public and local authorities
- Be on call to jointly respond to emergencies such as damages to third parties facilities and follow up the supplier assigned to the city
Job Requirements
Qualification
- Minimum of 5 years’ experience in a fiber planning in a network of over 2000KM
