Job Description

The purpose of the “Gender, Protection and Inclusion Specialist” is to support the effective implementation of CARE’s humanitarian program “Women Lead in Emergency: Strengthening GBV Response in Tigray” to be implemented in “Mekelle, Adigrat, Axum, and Adwa”, towns in Tigray region with the position based in Addis Ababa. The post holder will be responsible for supporting gender-transformative programming that focuses on strengthening gender-based violence protection and response services as well as programming that strengthens and enables women’s voice and influence over decision making in public life- in the community, civil society, local government and more. Unequal power relations in society result in unjust distribution of resources and opportunities for women and girls to participate equally in society and result in unjust social norms that limit women’s voice and freedom from violence.  

 To strengthen women’s voice and leadership opportunities within humanitarian crisis, this post holder will be responsible for coordinating the implementation of CARE’s “Women Lead in Emergencies” (WLiE) programming. This programming brings together gender in emergencies and governance programming to support women’s collective action and strengthen opportunities for greater participation and leadership in public life and in response to the humanitarian crisis. WLiE works with community-based women’s groups to create leadership opportunities and develop action plans to address issues of priority to them as a collective and to take on leadership positions themselves and/or engage with community leaders and humanitarian actors to influence decisions made on services and resources availability and accessibility in the community. In addition, the position holder is responsible to provide coordination and supervision for effective implementation of the project’s GBViE objectives at ground level. S/he will be also responsible to directly provide technical and professional support for the staff working under her/his supervision.  

Responsibilities

Job Responsibility 1: Planning and Implementation of Program Activities (10%)

  • Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization.
  • Works closely with other project staffs and partners in planning and implementing the project activities.
  • Ensures effective implementation of the project activities as per the set plan of action and as per the donor requirement.
  • Makes sure that all plans are down to annual, quarterly, and weekly basis and same is done for by project officers and facilitators.

 Job Responsibility 2: Technical Support and Capacity Building on (GBViE) Programming (35 %)

  • Provide technical and managerial oversight and guidance to Field Office (FO) staff in regard to management of the project.
  • Assess and identify technical assistance needs in regard to technical skills, supervision support, etc., for the field based staffs.
  • Oversee & support the day-to-day implementation of program activities including case management/psychosocial support, follow-up and advocacy to meet the needs of beneficiaries & strengthening community capacity to prevent & respond to incidents of GBV.
  • Provides support for all trainings, workshops, and meetings conducted at zonal/woreda level.
  • Conduct induction/orientation, training, and capacity building of staff on GBV and protection mainstreaming in project implementation, monitoring and evaluation.
  • Promote and represent the interests of the GBV/PSEA program with regards to all relevant stakeholders.
  • Contribute to the joint SGBV Working Group.
  • Coordinate and monitor the overall implementation of GBV program activities based on their established indicators, including collecting and analyzing data and information for reporting.
  • Assist mapping, establishment and strengthening of GBV referral pathways.
  • Provide technical assistance for field staffs on implementation of Women and Girls Friendly Spaces, and GBV service referral linkage activities.

Job Responsibility 3: Coordinate implementation of Women Lead in Emergencies (WLiE) programming: (35 %)

  • Oversee and support implementation of the WLiE methodology with each of the four project location field officers.
  • Coordinate activities that engage men and boys from the community and male leaders to participate in activities that promote positive masculinity, and which support the objectives and initiatives of the GBV and WLiE programming.
  • Identify and coordinate opportunities for WLiE, GBV and engaging men and boys programming to be connected and strengthened by joint implementation.
  • Collaborate and communicate regularly with global WLiE advisor on WLiE activities and learning.

Job Responsibility 4: Learning and Information Management (10%)

  • Responsible for timely collection, analysis, and utilization of protection related information.
  • Liaison with others to gain experience and share CARE’s accountability and protection experience.
  • Coordinate and ensure timely reporting from the field locations, in coordination with Humanitarian MEAL Manger.
  • Document learning on challenges, best practices, and reflections during program implementation.
  • Support real time learning and flexible and adaptive practices for WLiE and GBV programming.
  • Communicate and disseminate CARE’s protection policies and procedures for staff and concerned stakeholders and partners.
  • Contribute to effective information management on project implementation progress through the provision of disaggregated data on populations of concern.

Job Responsibility 5:      Donor Compliance and Follow-up (5%)

  • Ensure familiarity with all gender and protection related contracts and agreements with donors and sub-grantees.
  • Ensure that FO project staffs are implementing gender and protection per donor guidelines and CARE policies and procedures.
  • Coordinate with FO project managers and the Humanitarian Program Manager- Gender and Protection to prepare responses for any concerns.

Job Responsibility 5: Other (5%)

  • Perform other duties as assigned.

GENDER EQUALITY

  • Understanding and demonstrated commitment to the importance of gender, youth and social inclusion issues.
  • Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion and PSHEA (safeguarding), as evidenced in previous positions / programming.

Job Requirements

Required:

  • BA Degree in Social Sciences, psychology/social work Management Information Systems, gender studies, development studies, Statistics or related
  • 4 years for BA Degree holder and 3 years of work experience for post graduate degree holders in MEAL, GBV, Protection and accountability related tasks (NGO experience is an advantage),
  • Computer skills (Word processing, power point presentation, database management); data analysis
  • Excellent written and verbal communication in English Language
  • Ability to travel to Tigray region when required

Desired:

  • M.A. Degree in Social Sciences, psychology/social work, Management Information Systems, gender studies, Development Studies, or related.
  • NGO experience on humanitarian settings in the country
  • Knowledge of statistical software like SPSS and experiences in database development applying common software like MS Access
  • Knowledge and experience in gender assessment, digital data collection platform
