Position: SPIR II  Community Health Facilitators

Strengthen PSNP Institutions and Resilience (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The SPIR II Community Health Facilitator will work closely with Health and Nutrition officers, MHPSS officer and Community Facilitators and provide supportive supervision and mentoring for HDALs to conduct effective nutrition BCC household counseling and group food demonstration sessions. She also facilitates IPT-Group sessions and carefully document and support clinical referrals if necessary. She supports HEWs during HDALs counseling skills training in close collaboration HEWs. The Health Community Facilitator establishes and maintains close working relationship with communities and community organizations particularly with PSNP institutions and participants in her working area. She/he ensures that all activities related to health and nutrition are implemented in a coordinated and harmonized manner

Major Responsibilities

  • Identify and register all pregnant and lactating women (PLW), and children under 2, and HDALs in their respective Kebele and identify PSNP Clients from this list
  • Support HEWs to conduct training for HDALs on Timed and Targeted Counseling (ttC) and Community Participatory Nutrition Promotion (CPNP), and follow-up with any refresher trainings to ensure that knowledge is retained and skills are still demonstrated to the required proficiency
  • Support HEWs to conduct screening for underweight children in their respective Keble and admit children to group food demonstration sessions for rehabilitation
  • Discuss ttC story books with HDALs and ensure they understand the information well and can teach the information in a participatory manner
  • Conduct QIVIC every 3 month for each HDALs under your Keblele when they conduct household counseling & learning by doing session and give them constrictive feedback in their area of improvement
  • Ensure that HDALs have the supplies necessary to do their jobs (e.g., ttC story book, HH handbook, register sheet, and monthly planning sheet, and smart mobile phone if any electronic data collection )
  • Facilitates experience sharing meetings with HDALs every two weeks following the HH Counseling visit
  • Support formation of nutrition corners and demonstration of nutritious diet (menu) preparation from locally available foods in health centers and health posts.
  • Organize HDA recognition events and Multi-sectoral nutrition coordination and share best practices at PA/Kebele level
  • Conduct periodic capacity gap assessment of HDALs, HEWs and health post and provide focused technical support on the identified gaps, if you need any help report to your supervisor
  • Provide technical support on CHMIS and CBHI according to the identified Gaps
  • Facilitate pilot study on ttc story telling though solar radio and any other study in the R&I year
  • Support the identification and screening of women with depression and admit to IPT-G sessions
  • Conduct 12-week IPT-G sessions (meeting on a weekly basis) for women in depression
  • Track the IPT-Group participation, recovery, and discharge and link participants to health and nutrition services.
  • Handle referral of complicated or severe cases to the nearest health facility
  • Link women who are improved from deprive symptom to available BCC sessions (VESA, TTC, CPNP and any other relevant economic opportunities 
  • Closely follow and support client until full fictional restoration in post IPTG session and encourage Health, Nutrition and WASH behavioral adoption
  • Support G-PM+ implementation in VESA group and assess any facilitation skills gap of CF in regular basis and provide  technical support in their area of improvement
  • Monitor progress of the health and nutrition activities in the field level and provide ongoing feedback and recommendations to the Health and Nutrition Officer, IPT-G Officer, project management and community leaders
  • Collect and report information such as number of HH counseled, children rehabilitated, number of women screened for depression, referred and linked for health and nutrition services, etc.,
  • Keep quality of records and documents and  report to your supervisor and also use the information for quality improvement as well as to support KFSTF decision making process
  • Provides accurate and timely information on the work of the HDALs to the Health and Nutrition Officer on a bi-weekly basis and review the HEW reports to help ensure that the information presented is real and complete
  • Conducts joint, supportive and facilitative supervision with woreda and kebele staff on the P-1 activities
  • Strengthening identification, referral linkage of PLW for Temporary Direct Support to PSNP task forces and DAs and ensure children and PLW are referred to health services like ANC, GMP and nutritional assessment and treatment
  • Actively participate and represent SPIR at the Kebele level in forums such as the Kebele food security task force and community health platforms like Primary Health Care Unit
  • Promote to integrate the plan of the project to be part of the plan for the PA /Kebele
  • Closely works with Schools, religious leaders, CBO’s and communities and village level to ensure adequate service linkages are established
  • Support the process of case stories, lesson learning and best practices documentation through identifying cases and facilitating capturing and documentation process
  • Support the quarter and annual report by providing accurate health & nutrition intervention data for quarterly and annual reports. 

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Public Health or nursing degree with 1-2 years’ experience in rural setting
  • Diploma in Clinical Nursing / Comprehensive Nursing, with 3-5-year experience in rural setting
  • Certificate in health extension worker with more than 5-7 years’ experience in rural setting

Desired

  • NGO experience

Work Experience:

  • A minimum of more than 5 years working experience in Health and Nutrition programs in a rural development context, 2 years of which were at NGO setting or equivalent work
  • SBC session facilitation skills; and aware / experience in counseling people with depression
  • Has the capacity to train and coach/Mentor a large number of HDALs
  • Experience in conducting  quality field level data collection
  • Well aware of community health care system especially PHCU and referral linkage.
  • Knowledge of local language (Afan Oromo/Amharic) and understand written and spoken English languages;
  • Ability to work in teamwork with people of different educational and cultural backgrounds;
  • Demonstrates respect for the local culture, traditions and values;

Technical Skills: 

Knowledge of community-based health interventions including Timed and Targeted Counseling, Community based Participatory Nutrition Promotion, Care Groups, IPTG, dialogue-based counseling techniques to address nutrition during the 1000+ window and positive deviance approach to improve complementary feeding are strongly preferred.
