We are pleased to announce the vacancy for Regulatory & Public Policy Manager – Fintech within the External Affairs Function in Ethiopia. In keeping with our current business needs, we are looking for a person who meets the criteria indicated below. 

Detailed Description 

  • Reporting to EHOD-Regulatory & Public Policy, the position holder’s role shall be responsible for management of technical and wholesale regulatory matters to enable the company to achieve its commercial strategy and pro-actively mitigate risks for the commercial launch and operations of the company, contributing to Digital Ethiopia objectives of the country. This role will work closely with functions, including Technology, Wholesale, Finance, Legal and External Affairs.

ROLE RESPONSIBILITIES

  • To manage (working with other functions) technology and wholesale regulatory matters required for commercial launch and operations of the company, including:
  • Fast track planning and building (rights of way) approvals for network rollout and operations.
  • all matters related to Spectrum for existing services and new technologies.
  • Required wholesale regulatory framework in place to enable entering into and operation of wholesale agreements with other licensees on infrastructure sharing and collocation, national roaming, and interconnection.
  • Secure required outcomes in Wholesale regulatory market reviews.
  • Ensure access to adequate numbering resources (NDC’s, Short codes) from the Industry Regulator, and management of numbering regulatory matters.
  • Manage technology and wholesale related Quality of Service regulatory matters (working closely with Technology)
  • Management of type approval regulatory process and related issues.
  • Management of EMF policy and regulatory matters (working closely with Technology)
  • Establish, manage and maintain positive relationships between Company, the Regulator, Government other telecommunication industry players on technology and wholesale regulatory and policy issues, contributing to Digital Ethiopia objectives and ensuring that the company’s strategy objectives are achieved and risks mitigated. 
  • Develop and implement internal company processes (working with relevant functions) that will ensure full compliance with technology and wholesale license and regulatory obligations.
  • Manage all day to day interference complaints from external and internal parties related to technology and wholesale regulatory matters (working with relevant functions).
  • Keep up to date and ensure new regulatory and public policy global developments that affect Safaricom are incorporated into our strategy, programs, and activities. Actively participate in Vodafone External Affairs community on technology and wholesale regulatory issues

QUALIFICATIONS

  • Bachelor’s Degree in Engineering with a bias in telecommunications
  • Post Graduate Qualifications will be an advantage
  • 3 to 5 years’ working experience at a senior level in a regulatory /technical function
