Job Description

Role and responsibilities

The Procurement Assistant is responsible to facilitating effective delivery of procurement services in order to obtain the best value for money, through a collaborative, quality and results-oriented approach in accordance with systems and procurement policies of NRC in Jigijiga Area Office.

Generic responsibilities

The following are key generic responsibilities:

  • Adhere to NRC policies, Logistics Handbook, donor requirements in all procedures and processes
  • Have good judgment and the ability to interpret policies and procedures, have careful attention to detail
  • Have good Knowledge of procurement processes, policies and procedures
  • Assist the procurement team with the implementation of the procurement portfolio according to plan of action
  • Assist the procurement team to ensure proper filling system/ archives according to procedures in placed 
  • Timely update and share contract management records and PTS reports as required
  • Other tasks given by line manager 

Specific responsibilities

The basic specific responsibilities are as follow:

  • Handle procurements of direct purchases
  • Assist the procurement team in receiving, reviewing and analyzing procurement requests to ensure they contain clear information and have the required specifications and ready for further procurement processes.
  • Collect quotes for requested products/services from reputable, reliable and qualified suppliers
  • Assist the procurement team on preparing of RFQs, doing bid analysis and facilitating signature of bid documents by the bid committee and relevant technical person.
  • Assist the procurement team on drafting tender documents, etc. 
  • Assist the procurement team on regularly updating of framework agreement tracker and other contract follow-ups, and share to relevant users regularly.
  • Assist the procurement team on proper filling system/archives according to procedures in placed – that includes scanning of procurement documents, archiving of hardcopies and scanned copies.
  • Perform other logistics functions as delegated by the supervisor

Job Requirements

Generic professional competencies for this position

  • Diploma in Management or related field of study;
  • Experience from working as a procurement assistant in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Minimum of 1 years’ experience from working as procurement Assistant
  • Knowledge of English
  • Experience using Agresso software for procurement is advantageous
  • Knowledge of procurement policies, process and procedures
  • Demonstrated integrity by modelling the NRC values and ethical standards
  • Ability to plan and prioritize work 

Behavioral competencies

  • Good interpersonal skills and ability to relate well and maintain effective working relationship
  • Context related skills, knowledge and experience (shall be adapted to the specific position):
  • Knowledge of the context in Addis Ababa
  • Knowledge of the local language
