Implementing Partner for operators’ development program across manufacturing companies  

Location: Addis Ababa

BACKGROUND

The Mastercard Foundation, under its Young Africa Works – Ethiopia strategy, is supporting the Government of Ethiopia through the BRIDGES Programme, which envisages supporting the creation of close to 600,000 jobs for young people (80% women), and 15,000 Micro, Small, and Medium enterprises (MSMEs). First Consult is the implementing partner of the programme, in collaboration with the FDRE Jobs Creation Commission (JCC).

 The BRIDGES Programme is a five-year youth job creation initiative addressing fundamental, immediate, and complementary challenges to unlock the potential for job creation within industrial parks (IPs), as well as outside the IPs, including micro, small, and medium Enterprises (MSMEs). As such, BRIDGES also plans to train 300,000 unemployed young men and women through industrial park job creation initiatives, and market linkage between industrial parks and MSMEs.

 BRIDGES programme in partnership with selected private and public TVET colleges and manufacturing companies will be working on factory workers’ skills development and career pathway development program with the aim of increasing production and retention rate of the manufacturers.

PURPOSE

The purpose of this assignment is to coordinate a career development program in partnership with manufacturing companies and training providing TVETs. The service provider will also facilitate technical and soft skills as well leadership trainings to participating manufacturing companies based on the need assessment result. The assignment will also include conducting capacity assessments on public TVET colleges to provide trainings to companies in various industries.

SCOPE OF WORK

S. N - Types of services - Activities

  • Conduct needs assessment on 50 large manufacturing companies in partnership with TVETs
  1. Conducting workers’ development need assessment on large manufacturing companies
  2. Present gap assessments to BRIDGES team
  • Conduct capacity assessment on public TVET colleges to provide training services to industries
  1. Conducting capacity assessment on public TVET colleges of Addis Ababa to provide training service to companies
  2. Present the capacity assessments result to BRIDGES team
  3. Bring onboard public TVET college based on the result of the capacity assessment to provide a training service to industries 
  4. Monitor and support the public TVET college on training activities  
  • Develop workers career roadmap for partnering manufacturing companies
  1. Based on the workers’ development need assessment of the manufacturing companies, develop career roadmap to be adopted by each participating company
  2. Monitor workers’ development after the training
  3. Assess the companies’ production and retention rate improvements   
  4. Work with companies HR departments on adapting the career roadmap for future use
  • Facilitate the provision of soft/life skills training using existing manual
  1. Deliver soft skills training to factory workers
  2. Collect reports as per BRIDGES templates and enter to database  
  • Facilitate technical training
  1. Prepare schedule with participating companies and training TVETs
  2. Monitor the training provision and compile feedback from both workers and companies
  • Establish and maintain relationship with manufacturing companies
  1. Attend all needs assessment meetings with manufacturing companies and understand gaps limiting their productivity
  2. Pitch the career development program to companies and make them part of the project
  3. In the process, find out other competitiveness challenges of the companies and communicate with the BRIDGES team for other intervention areas

IMPLEMENTATION PERIOD AND LOCATION

  • From February 2022 to December 31,2023

WORKING ARRANGEMENT

  •  The firm will directly report to FC/BRIDGES Intervention Manager with strong communication with Private and Public TVET colleges as well as with large manufacturing companies.

BUDGET

  •  The firm is expected to propose a daily rate for the team members and related accommodation. 

 NB: Budget should be indicated in ETB including taxes. All costs must be detailed such as daily rates and all other necessary costs. Lump sum Budgets will not be considered.

Job Requirements

FIRM QUALIFICATION

 The ideal firm applying needs:-

  • Have a strong understanding and experience in TVET and career development
  • To have strong experience working with both private sector and government
  • Strong capability to conduct assessments on machine operators on large manufacturing companies 
  • Experience in working in partnership with TVET college and large manufacturing companies in order to deliver on an assignment
  • To have strong program coordination and communication skills
  • Strong in meeting deadline

BRIDGES will review the submitted proposals in accordance with the specific qualification and experience requirements and specific tasks stated above.
