Job Description

The Gender and Economic Transformation Manager reports directly to SELAM –EU Recovery program manager. S/he will serve as technical lead of the project consortium’s efforts towards quality design and implementation of initiatives that ensure women’s empowerment and gender equality along with economic strengthening support. The position holder will coordinate gender analysis and lead studies to explore IGAs and employment opportunities particularly for women, including female household heads in conflict affected areas of Tigray, Amhara and Afar regions. This will include exploring women’s autonomy in production; access to and control over household assets; control over use of income; leadership; and time and mobility constraints. The Manager will also lead project efforts to introduce Social Analysis and Action (SAA), a social norms transformation tool, and VESA in all communities. In consultation with the program manager and project staff, s/he will supervise formative research in implementation areas to identify key issues and social norms, and to make recommendations on how to address gender barriers and challenges in conflicted affected community. The manager will conduct high-quality training and produce related guidelines to ensure women’s empowerment and integration of gender priorities into all technical sectors of the project. The advisor will oversee the mainstreaming of gender in the project and among partners; participate in monitoring, evaluation, and learning events; respond to identified issues; and make timely adjustments to implementation strategies as needed.

RESPONSIBILITIES AND TASKS

 Job Responsibility #1: Analysis, Strategy, Reporting and Design (time: 40%)

  • Lead and develops gender strategy of the SELAM recovery project in collaboration with other CARE, local partner and relevant government sector staffs.
  • Closely follows up and ensures the implementation of strategies
  • Develops gender sensitive indicators to measure results
  • Designs concepts, and inputs into problem identification, causal and problem analysis to support operationalization of gender strategies and plans
  • Actively contributes to Detailed Implementation Plans (DIPs) to ensure gender responsive planning
  • Establish VESAs, provide refresher trainings and overall support to ensure successful operation of VESAs in the target communities;
  • Lead, guide and support respective project staffs at the woredas to ensure quality implementation of economic strengthening activities and tailored business development;
  • Provide capacity building/training to front line project implementer's on business skills; livelihood selection, planning and management; and business planning;
  • Supports definition of areas (and appropriate methodologies) for the recovery project engagement in all facets related to gender equality and women empowerment
  • Facilitates the adoption and ensure implementation of national gender guidelines, international standards and donors protocols
  • Supports partners and the consortium in developing or operationalizing a gender framework.

 Job Responsibility #2 Capacity Building and Technical Assistance (time: 35%)

  • Establishes staff and key partners induction and ongoing training processes on gender focused program quality
  • Identify and engage relevant local, regional and national stakeholders, including market actors and micro-finance institutions (MFIs), to support livelihood recovery interventions tailored to the vulnerable and conflict affected VESA members specifically women and girls
  • Guide implementing partners in identifying context-specific economic based livelihood recovery activities and lead their design and implementation
  • Coordinate impact and needs assessments when shocks/hazards occur in project areas, by providing technical guidance to implementing partners and government sectors;
  • Conducts capacity assessment and based on the results, prepares plans and advises consortium members on key learning competency and skill requirements in staff and partners pertinent to gender and Income Generating Activities;
  • Leads the development and facilitation of trainings for partners and staff development on gender specific initiatives and business development activities;
  • Provide support, guidance and training to program staff to understand the technical requirements and best practices that promote and support behavioral changes to enhance productivity and investment in small scale business for transforming current economic status;
  • Continually updates staff and partners on emerging gender issues to enhance and sustain conceptual clarity and awareness of partners and others’ best practices with regard to helping VESA members apply business principles and concept;
  • Participates in the selection of and support to external, temporary technical assistance (consultants, interns) as required
  • Works with the relevant government structures to facilitate gender -related activities and monitoring in the operational areas
  • Designs and leads gender surveys, analyzes results, and writes reports
  • Develops and facilitates the adoption and translation of training curricula/manuals, modules, and technical assistance methodologies
  • Advises and helps promote appropriate community mobilization strategies around gender
  • Documents and shares lessons/results of gender work and strategies in economic development activities.        

 Job Responsibility #3: Learning, Policy Implementation, and Networking (time: 20%)

  • Establishes effective linkage and partnership with other similar programs with particular focus on gender and market actors;
  • Keeps up to date with developments in gender initiatives, including best practice in-country, regionally and globally, and ensure ongoing personal development and learning
  • Explores and participates in networks, gender task forces at the regional, and local levels
  • Supports the translation of gender and small scale business learning into evidence-based lessons to influence policies
  • Identifies, establishes and maintains productive relationships with like-minded non-government organizations
  • Provides linkage support to networks with other organizations working on gender and market issues
  • Disseminates on a regular basis information regarding the consortium’s gender accomplishments among stakeholders, including the government
  • Organizes and participates in cross-visits within the consortium and with other organizations
  • Together with the Learning Design and Measurement (LDM) manager, supports the effort to measure impact and document lessons learned and best practices.

 Job Responsibility #4: Representation and Others (time: 5%)

  • Participates in different gender related task forces and working groups within CARE and outside as needed
  • Represents CARE and/or the SELAM recover project professionally when delegated/authorized;
  • Performs other duties as assigned.

PROBLEM SOLVING (Thinking Environment)

The reason for creating this position is to ensure internalization and mainstreaming of gender across EU SELAM recovery partners and implementation areas. The manager must use interpersonal skills to choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition, and development of alternative solutions. This position requires innovative thinking and the ability to network and communicate broadly and strategically.

Job Requirements

EDUCATION/TRAINING

Required:

  • Bachelor's Degree in Social Science, Gender, Marketing, Business administration, Rural Development and other related.

Desired:

  • Master's degree in Gender, MBA, Anthropology, Sociology, Developmental Studies and professional training in gender or related fields.

EXPERIENCE

Required: 

  • At least 6 years of work experience in developmental related areas related to women’s empowerment and gender equity issues, preferably related to livelihoods programming
  • Experience with adult learning and training of trainers, methodologies
  • Practical experience in women and livelihoods programming particularly in conflict affected community and areas.

Desired

  • NGO experience
  • Planning food security and development projects
  • Policy advocacy

TECHNICAL SKILLS

Required:

  • Strong knowledge of gender analysis, interpretation and mainstreaming, particularly as related to livelihoods programming and business development
  • Firm belief in teamwork, gender equality, and transparent and participatory management
  • Sensitivity to different aspects of diversity (cultural, religion) and sensitivity to HIV/AIDS
  • Sound understanding on contextualizing and monitoring indicators of transparency, accountability and participation of poverty eradication processes (SD Goal)
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies
  • Strong analytical skills

  • Knowledge of action learning/research methodologies

CONTACTS/KEY RELATIONSHIPS 

  • The Gender and Economic Transformation Manager is expected to build partnering/service provision relationships with partners and field offices to smoothly run gender activities of EU SELAM Recovery implementation areas. S/he will work in close collaboration and actively coordinate with the consortium members. The advisor is directly supervised by the Program Manager.

LIVING CONDITIONS (FOR OVERSEAS POSITIONS) AND LEVEL OF TRAVEL REQUIRED. 

  • This position is based in Addis with 40-50% travel to field offices of consortium partners, which requires overnight trips out of Addis.
