The AU-ILO-IOM-ECA Joint Programme on Labour Migration Governance for Development and Integration (better known as the Joint Labour Migration Programme or JLMP) in Africa is a long-term joint undertaking between the four organizations and the UNDP. It is the instrument dedicated to the implementation of the 5th Key Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development which were adopted by the Assembly of Heads of States and Governments (AU/Assembly/AU/20(XXIV)/Annex 3, January 2015) in Addis Ababa, Ethiopia, January 2015. Its strategy is focused on intra-African labour migration. It is in line with and supports the achievement of the First 2023 Ten Year Plan of the AU Agenda 2063 and of the Sustainable Development Goals (SDGs) recently adopted by the UN.
In order to achieve JLMP objectives, a project, titled ‘Catalytic Actions for the AU/ILO/IOM/UNECA Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP Action)’ has been developed. JLMP Action aims to contribute to strengthening effective governance and regulation of labour migration and mobility, for enhanced sustainable development, inclusive economic growth and regional integration of the African Continent. The project will simultaneously roll out implementation of the first phase of the Strategic Framework (2020-2030) of the JLMP, jointly developed by implementing partners under the JLMP Priority Project phase.
Under the overall supervision of the IOM-SLO Ethiopia Chief of Mission and the direct supervision of the JLMP Coordinator, the incumbent will support the implementation, monitoring, evaluation and reporting of JLMP.
Responsibilities and Accountabilities:
- Support the JLMP coordinator in the development, implementation, monitoring and evaluation (M&E) and reporting of the continental labour migration program, including reviewing of reports coming from AUC and ILO.
- Regularly review outputs as compared with objectives and indicators as set out in the logical framework; prepare and review regular project progress reports; and ensure the observation of the contractual obligations as indicated in the contract, project document, work plan and budget.
- Provide information and guidance to JLMP team including ILO and AUC with the preparation of donor reports to ensure compliance with key programme indicators and objectives and compile information for regular.
- Contribute to IOM reports in coordination with the database assistants and the Units involved.
- Assist in the development and strengthening of M&E systems of the program, including monitoring targets and indicators using existing M&E frameworks and work plans for the programme.
- Participate in regular field monitoring and evaluation visits with the technical committee to ensure technical compliance and timely execution of projects vis-à-vis approved plans and baselines.
- Contribute to the design and development of new programme and project concepts and proposal development in close coordination with the JLMP Coordinator, relevant IOM missions, Regional Offices (RO) Thematic Specialists,
- Work closely with the resource management colleagues to ensure close monitoring of the financial aspects of the project, including monitoring of expenses against agreed budgets, assistance in budget revision and preparation and finalization of financial reports.
- Prepare project reports for submission to the donor as per the contractual agreement.
- Collaborate with the regional and HQ Thematic Specialists for the endorsement of financial and narrative reports before submission to the donor.
- Liaise with the donor and ensure the submission of quality and timely narrative and financial reports, coordinate with the other implementing partners and AUC to respond to program-related queries from the donor.
- Monitor project expenditures and verify it is in line with the budget provisions.
- Develop an annual work plan in coordination with the AUC and ILO and make sure project implementation is according to plans.
- Participate in the technical committee meetings and others representing IOM.
- Perform such other duties as may be assigned.
Job Requirements
Education:
- Master’s or bachelor’s degree in Economics, Law , or other social science fields with relevant work experience from an accredited academic institution
Experience:
- A minimum of 4 years for masters and 9 years of relevant professional working experience for BA holders.
- Proven knowledge and experience in project management, implementation, monitoring, evaluation and reporting, and project development; familiarity with IOM guidelines on project development, project management, implementation, monitoring, evaluation, and reporting is more preferable.
- Experience and familiarity with IOM guidelines and procedures on budget formulation, financial management, and administration.
- Experience in donor liaising, coordination, and others and prior work experience with SDC and SIDA (in project development, report writing…) is an advantage.
- Proven understanding of the Standard Operating Procedures in managing Joint Programs and the Pass-Through Fund Management Modality.
- Familiarity with the AU-ILO-IOM-ECA Joint Programme on Labour Migration Governance for Development and Integration (better known as the Joint Labour Migration Programme or JLMP) in Africa.
- Experience in developing and maintaining partnerships with government counterparts, UN agencies, donors, and NGO partners.
- Excellent command of office software, such as word processors, spreadsheets, and databases.
Languages
- Thorough knowledge of spoken and written English is required
- Working knowledge of French language is advantageous
