POSITION: SPIRII Food Security and Livelihoods Specialist

Strengthen PSNP Institutions and Resilience II (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

Agriculture Specialist will lead and coordinate agriculture (livestock and crop) sectors of the SPIR II including overseeing the implementation of related project interventions, roll out new initiative and ensure adherence to the project strategy and the guidelines. S/he will be responsible to spearhead the design and implementation of innovative interventions including Climate Smart Agriculture (CSA) and Nutrition Smart Agriculture. The post holder will provide strong technical back-up, mobilize resources, build and maintain healthy partnership and networking in the area of Agriculture and catalyze the knowledge management and organizational learning in the field both for the SPIR II consortium and WVE Implementation Woredas.

Major Responsibilities:

  • Support preparation of strategic and annual operation plans of the agriculture sector for SPIR II consortium Implementing Partners (IPs)
  • Lead preparation and submission of progress and technical reports pertaining to agriculture (crop and livestock production) sector; coordinate technical assessments and researches to inform program design and development
  • Actively engage in technical assessments and researches to inform program design and development
  • Coordinate monitoring, and mid-term and terminal evaluation of projects/ interventions in the agriculture sector; promote best practices and lessons learnt; work with the communications team to produce publication and disseminate success stories, challenges and new opportunities to foster organizational learning
  • Advice in the preparation of budget for agriculture sector, purchase of goods and services related to the sector and ensure SPIR II/WVE receives high value for money
  • Ensure Agriculture programs are implemented as per the standards, in integration and compliments efforts of other technical sectors for maximum impact, work in close collaboration with other technical specialist of the SPIR II program to foster program harmony
  • Provide capacity building and technical support around agriculture value chain, private sector engagement, food security including adoption of scalable and research proven technologies for SPIR II implementing partner and sector offices on agriculture and
  • Promote major cross cutting themes including environment, gender, protection, disability, peace building and Christian commitment in to Agriculture sector and related programming
  • Represent SPIR II/WVE with donors, the host government, agriculture and related forums, and community of practices in discussion with immediate supervisor
  • Coordinate with agricultural research, universities and offices to promote innovation
  • Identifies and promotes agricultural activities under economic recovery context following natural or anthropogenic shocks
  • Plans food security activities for post-conflict situations and support recovery of livelihoods including animal restocking, seed replenishment and market linkage
  • Coordinates with livelihoods team in promoting Income Generating Activities (IGAs) related to Agriculture
  • Leads cash or cash voucher response
  • Recruit, train and retain qualified staff for interventions of agriculture sector to ensure timely and quality program delivery
  • Identifies key capacity gaps among SPIR II implementing and government stakeholders staff

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • 6-10 years on planning, implementation, and coordination of projects related to agriculture, food security and rural livelihood with NGOs

 Qualification required:

  • MSc Degree in Agriculture/Agronomy/Livestock, Horticulture, Plant science, Rural development, and other related fields

Preferred Knowledge and Qualifications:

  • Practical experience on PSNP context, value chain, livestock production, market system and livelihood diversification

Working Environment / Conditions:

  • Travel up to 25% of time to SPIR II operation areas
