Job Description

In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship. 

The post holder is responsible for the deliveries of results in line with pre-agreed program planes and objectives and oversee the implementation of the child protection policy in the PA and contribute towards achieving the country program goal of improved protection mechanisms and community practices against harmful traditional practices and violence against children. Plan International Ethiopia has put in place a child protection policy that all of its staff must adhere to and sign.

Contract Duration: Six months with possible extension

Responsibilities and Accountabilities:

  • The post holder will have a role of utilizing budget that will be allocated to the program area together with other child protection and youth program officers in the emergency response and development programs when necessary.
  • The position holder will mainly work with volunteer social workers, community structures, and other partner organization representatives and will have a frequent contact with the beneficiary community. S/he will be the sole representative of Plan International at the grass root level where s/he will be assigned to work.
  • The post holder will be reporting to the line supervisor and will be collecting reports from the community volunteers on his part.
  • When necessary, the post holder will be responsible to work closely with and share reports with other likeminded agencies working in the area in consultation with the line supervisor.
  • The role holder is responsible to identify, and respond to the needs of the direct beneficiaries, coordinate and collaborate with fellow staffs, other agencies including government bodies working in the area. 
  • To provide overall coordination, implementation and reporting of Emergency child protection and Youth (ECP) project of PIE in the intervention areas.
  • Conduct identification assessment, planning, intervention and follow-up for professional case management in support of vulnerable children.
  • Responsible to establish standard child friendly spaces (CFS) that can accommodate and ensure socially and culturally relevant services. 
  • Organize and provide guidance for community structures to provide child protection and youth empowerment programs in the refugee camps ad host communities when necessary.
  • To implement, monitor & follow up and report all CP/recovery projects in accordance with funding agreement and budget allocation made by Plan International Ethiopia’s Country Office and Program Area’s (PA).
  • To assess the outputs, outcomes and impact of program interventions and activities of Child protection and youth in Emergency and host community programs.
  • Facilitate child protection and youth project implementation in collaboration with Regional, Zonal and woreda protection offices and provide reports on weekly, monthly, and quarterly basis to PIE PA and CO and all concerned bodies.
  • Representing Child protection and youth protection in high profile different protection technical working meeting, cluster, camp level coordination meetings and other technical working group meeting as necessary.

Related to Program Design;

  • Facilitate and collect baseline information and data from in line with Youth and Child protection and education in Emergency submit to PA and CP for further analysis.

 Monitoring and Evaluation;

  • Facilitate quality monitoring and joint supervision with concerned government sectors, PIE and UNHCR, ARRA and take timely action in consultation with sub office manager and child protection team and protection Coordinator and PIE.
  • Manage and oversee the development, implementation, monitoring and tracking of work plans and budgets.
  • Provide operational guidelines and procedures for use by all partners implementing the program

Related to Coordination, Partnership and Networking:

  • Ensure regular participation in Youth and Child protection in Emergency, SGBV, NFI, Shelter and other related task force case management meetings, networks and other platforms at refugee camps, and woreda levels and ensure timely sharing of information collected.

Related to Capacity Building Support:

  • Provide adequate technical support to Youth and Child protection in Emergency social worker, case workers, community structures and partners in the area of case management counselling
  • Participate on Youth and Child protection in Emergency related TOT trainings and workshops and cascade the training to concerned government experts, school structures and local communities, Refugee community social workers, case management workers.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Job Requirements

Knowledge, Skills, Behaviors, and Experience:

  • Bachelor’s Degree in Sociology, Psychology, Social work, Law, Polotical Science & International Relations, community development or other related field of social science studies.
  • Strong experience (3yrs) in the child protection sector and technical understanding of CP data management, polices, conventions…etc.
  • Experience of working with vulnerable children, including children outside of parental care.
