Terms of Reference to conduct organizational capacity assessment (OCA)
Background information
The Liliane Foundation is an established Dutch NGO that aims to open the world for children and young people with disabilities in developing countries in Asia, Latin America and Africa, to enable them to participate in their communities, and wider society. Together with local strategic partner organizations, the LF enables children with disabilities to become stronger and their environment more accessible. The core strategy of the LF is Child Empowerment. Empowerment is understood as increasing the children’s personal, social, educational and economic strengths to become active agents of change in their own communities. The core strategy comprises two components: Child Empowerment (addressing the child’s impairment, functionality and self-confidence) and Enabling Environment (reducing the environmental barriers that hinder the effective and meaningful participation of CWDs in society). In addition, the LF uses two supporting strategies to strengthen and ensure the impact of its activities – Capacity Development of its local partners and Lobby and Advocacy to advance the adherence, ratification and/or implementation of the UN Convention on the Rights of Persons with Disabilities by governmental bodies in the countries where it operates.
About Cheshire Ethiopia (CE)
Cheshire Ethiopia is a local, on No Governmental organization known for pioneering disability rehabilitation in the country .It is also strategic partner Organization (SPO) for the Liliane Foundation. In doing so, it coordinates a network of 13 local partner organizations (POs) working on disability and development. CE is active in seven main regions, Addis Ababa, Dire Dawa, Oromiya and Amhara, Benshangul and Sidama, south western People and the former southern region of Ethiopia to provide orthopedic and social rehabilitation services for Children and youth with disabilities in partnership of the 13 Partners (POs) and other relevant stakeholders.
CE’s intervention focuses on both child empowerment and enabling environment. The organizational aim is to address needs and problems of children and youth with disabilities and their families through providing comprehensive rehabilitation services using Community Based Inclusive Development (CBID) approach. Currently, CE serves thousands of children and youth with disabilities through its CBID program, financed by LF. The core project components financed by LF are: health, education, social rehabilitation, livelihood support and empowerment.

The consultant preferably meets the following profile:
The consultant is expected to submit both technical and financial proposal based on these terms of reference (ToRs) including the team’s CV and a detailed work plan for the entire assignment, as well as detail financial proposal to CE. The consultant should submit necessary documents pertaining to licenses. Scanned copies of statutory documents e.g. tax clearance or VAT certificate is mandatory.
