Digital Health Activity (DHA) Overview

The Digital Health Activity (DHA) is a five-year project that supports Ethiopia in improving the quality and availability of healthcare services through the deployment of data-driven and patient-centered digital tools. DHA is helping build sustainable, resilient, and interoperable health information systems (HIS) that ensure the entire health sector has the data, analytics, and skills necessary to improve the health and well-being of all Ethiopians. DHA is doing this through three objectives: Digitization, Data Use and Governance and Capacity Building.

EMR Project Overview

One of the projects DHA is working on is the Electronic Medical System (EMR) customization and implementation, at selected health facilities, through its consortium Orbit Health. So far the EMR has been implemented at Tirunesh Beijing General Hospital (TBGH), Addis Ababa Burn, Emergency and Trauma center (AaBET), Ferensay Health Center, Saris Health Center and Kazanchis Health Center.

The EMR project aspires to digitize/automate the overall key process of health facilities to ensure quality of care, service efficiency & improvement and universal care coverage.

Objective of the Assignment

Equipment and infrastructure are important for successfully implementing EMR systems at health facilities. However, attitude towards adopting technology and change weighs more and plays a crucial role for a successful EMR implementation. As a result DHA has planned to conduct Change Management training for about 350 health facility senior management and super users in the year.

The overall objective of this assignment is to provide a Change Management training for EMR implementation sites’ senior management and super users to best implement the EMR system and shortly digitize/automate key services provided in the health facility by adopting technology quickly.

The change management trainer should be able to:

  • Prepare health facility management and super users to be ready for change and adopt new technology.
  • Capacitate the management and super users in managing change by developing a change management plan, including execution.
  • Enable trainees to adopt a culture of reinforcing change (by collecting and analyzing feedback), to sustain the change moving forward.
  • Enable management staff to transfer the knowledge they acquired to the rest of the staff.

 Expected Deliverables

  1.  Deliver advanced and standard Change Management training for senior management of EMR implementation health facilities.
  2. Assess post training change management implementation at selected health facilities with the guidance of the project lead.

Job Requirements

Required Qualifications

  • Seven years of demonstrated experience in conducting change management training in Ethiopia and similar countries.

Timing, Duration and Number

  • The training is planned to be conducted monthly or bi monthly by gauging trainees’ readiness to change management training. A single session will be 3 days, off site training. In a single session 25 to 40 are expected, to reach the target of 350 project’s annual plan. 

Criteria for Selection

The evaluation of the consulting will be based on the Combined Scoring method – where the technical aspect is given 70% weight and the financial offer will be given 30% weight. Only consulting meeting a minimum of 50 points under technical evaluation would be considered for the financial evaluation. Following specific criteria would be assessed:

  • Experience of prior change management training
  • Experience of training healthcare workers - 25
  • Over all Change Management course content and the content’s alignment with technology adoption - 45

Financial - (30%)

Documents to be submitted

  • While submitting the Technical Proposal, the Applicant shall, in particular, ensure to attach the following:
  1. Profile of the consulting agency (max 1 page) explaining why they are the most suitable for the work
  2. Relevant Experience (max 2 page)
  3. Detailed methodology and conceptual framework with expected deliverables team composition (3 pages)
  4. Recent CV’s
  5. The financial proposal shall specify a total lump sum amount (including a breakdown of costs for fee)
  6. Legal documents including license and tax registration
